The Lead Business Analyst will initiate, execute and support the development of new and revised business processes and business requirements for the ongoing optimization of Ontario's Virtual Visits Verification Program (ontariohealth.ca/verification). The Lead Business Analyst will partner with program and project management, product, and technical teams to deploy and enhance the CRM. Under the DCH team, the Lead Business Analyst will also support the design and development of a CRM solution for a regulatory program that plans to implement its own CRM solution, and may participate in other work within DCH to drive data harmonization and interoperability within OH.

Here is what you will be doing:
The Lead Business Analyst will initiate, execute and support the development of new and revised business processes and business requirements for the ongoing optimization of Ontario's Virtual Visits Verification Program (ontariohealth.ca/verification). Here is what you will need to be successful:
- Work with business (program), subject matter experts (privacy, security, technology) and OH partners to implement change and drive improvements.
- Leads CRM solution initiative and collaborates with other cross-functional teams in delivery of tasks/projects.
- Implement an MS Dynamics CRM solution configured to meet program requirements.
- Assist in development of a CRM roadmap.
- Analyze and model complex business processes and solutions using standardized analysis tools such as use case diagrams, activity diagrams, business requirements documents and state diagrams.
- Develop standardized processes for vendor engagement and compliance processes to enable the program to scale.
- Write Standard Operating Procedures (SOPs).
- Perform gap analysis and build business flows of current and future state for resulting solutions
- Analyze and model complex business processes and solutions using standardized analysis tools such as use case diagrams, activity diagrams, business requirements documents and state diagrams.
- Decomposes the product vision and high-level business requirements into functional user requirements.
- Maintains a thorough understanding of the product and its logical architecture, policy, procedures, and standards.
- Conducts research on software and hardware products to justify recommendations and to support purchasing efforts.
- Elicits requirements using a variety of formats and techniques including interviews, document analysis, workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists and competitive product analysis.
- Leads requirements analysis and verification ensuring that requirement statements are complete, consistent, concise, comprehensible, feasible, unambiguous, and verifiable.
- Documents Non-Functional requirements such as security, privacy, legal and maintainability.
- Conducts impact analysis for the product on internal and external stakeholders and systems including communication plans to ensure buy-in and awareness of the product release.
- Trains and supports business and clinical staff on the use and integration of technology with business processes.
- Develops and has accountability for workload, initiatives, and roadmaps for a specific product in collaboration with cross-functional teams across OH.
- Assists with the development and identification of product synergies to ensure swift delivery across multiple product portfolios within the organization.
- Accountable for the quality of the products and services that they deliver for their customers.
- Engages clients both internal and external to gain a deeper understanding of their product domain and to understand their needs.
- Designs, develops, and leads user research to gain a deeper understanding of the client's needs.
- Independently engages and actively participates in team discussion with other internal product management teams to recommend product features and changes to product features to improve the user experience, operation, and maintainability of the product.
Education and Experience
- Bachelor's or Master's degree in Business, Health-related fields, Engineering, Computer Science, or related discipline, or equivalent experience.
- 7+ years of experience in a healthcare and information technology support role including formal requirements elicitation, analysis techniques, process design, re-engineering, and implementation.
- 7+ years of experience in Product Management and/or Information Technology Business Analysis.
- 7+ years of experience in project management and/or vendor management.
- Excellent knowledge of privacy and security legislation; experience on assignments involving PHIPA and industry best practice in the Ontario healthcare sector.
- Experience with clinical terminology systems (e.g., SNOMED CT, LOINC/pCLOCD, ICD-10-CA/CCI, ICD-11) and relevant tooling (e.g., Forge, Simplifier, HL7 FHIR validator, XMLSpy, Terminology Gateway).
- Excellent knowledge of project delivery practices in a matrix environment.
- Excellent knowledge of Process Mapping Techniques.
- Expert knowledge of Business Domain specific to their product area.
- Excellent knowledge of ITSM practices.
- Excellent knowledge of Customer Relationship Management (CRM) solutions, including Microsoft Dynamics 365 CRM
Knowledge and Skills
- Excellent problem solving and analytical skills with the ability to clearly communicate and share solutions.
- Ability to develop new Ontario Health business paradigms including new processes and tools.
- Ability to provide excellent service to internal and external clients by identifying and meeting their needs, building and maintaining positive and effective working relationships and providing the best user experience.
- Ability to quickly shift priorities and adapt to changes to meet organizational and department requirements.
- Ability to drive momentum through effective elicitation of requirements and adaptive strategies to obtain stakeholder input to meet project deadlines and schedules.
- Ability to train and support business and clinical staff in the use and integration of technology with business processes.
- Ability to manage simultaneous projects from initiation to completion.
