The Maryland National Capital Park and Planning Commission is currently seeking a highly motivated individual to serve as the Lead Construction Representative in the Department of Parks and Recreation's Capital Planning and Development Division. The Lead Construction Representative plays a vital role in the Division's Construction section by leading work teams through the construction of highly complex park projects for the Department.
The Lead Construction Representative will be responsible for coordinating and managing their assigned countywide capital projects from construction through project closeout (70%). This will include new parks and recreation facilities and the expansion and renovation of existing park projects. Individual projects typically range from $250K to $40M, and contracts are executed via various project development methods. The Lead Construction Representative will also manage a few capital projects, roughly 30%.
To guarantee success in this role, the successful candidate must have a solid understanding of the development of parks and park facilities and must be able to successfully multi-task duties while prioritizing project priorities. The candidate must be able to oversee and manage relationships with internal staff, contractors, consultants, and permitting officials whose roles are critical to ensuring that projects are delivered per department standards and as efficiently as possible.
Examples of Important Duties
Leads a work team in construction projects: to include managing (through planning and review) the assigned work program of applicable staff; plan review; schedule review; and onsite monitoring. Support Supervisor and other personnel in programmatic objectives and operational requirements; monitors work operations; ensures oversight of the work of consultants and contractors. Work with Project Managers to provide technical support to improve clarity, functionality, and constructability during and through design phase. Manage assigned projects to ensure work is following all applicable construction permitting and contract documents. May manage projects from initiation through close-out. Coordinate and obtain required regulatory approvals and inspections at appropriate timeframes to keep project on schedule and avoid project delays. Initiate and conduct effective progress meetings at regular intervals during construction, including preparation of agendas and meeting minutes. Reviews, negotiates, and approves change orders. Reviews requests for payment and recommends or approves appropriate actions. Manage project closeout process by preparing and issuing certificate of substantial completion; collect and reviews project and permit close-out documents. Proactively stays abreast of the construction industry and associated materials, including best practices as well as regulatory changes. Communicate and interact effectively with Commission staff and stakeholders. Establish and maintains, or enhance, working relationships, including teamwork, with internal and external contacts. Oversee and document work on site, investigates violations and apparent non-compliance, and recommends or approves field changes. Provide accurate and timely updates on active projects, keeping project information up to date using project management information software, such as e-Builder. Uses a computer, modern office suite software, enterprise software, specialized software.

Minimum Qualifications
An Associate's Degree in Construction Management, Engineering, Surveying or any related field. Six years of progressively responsible construction permitting, inspection and management experience that includes substantive work in the range of duties and responsibilities in this class specification. An equivalent combination of education and experience may be substituted, which together total 8 years. Must pass Commission medical examination. Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment. Must obtain and maintain a Maryland Responsible Person Certificate ('green card') for soil erosion and sediment control within six months of appointment to a position in this class.
Preferred Qualifications:Bachelor's Degree in Construction Management, Engineering, Surveying, or any related field. Active Certified Playground Safety Inspector Certification. Possession of a LEED AP Certification, specialized in O&M and BD&C Experience with project management software such as eBuilder, Prolog, Procore or similar software. Intermediate experience in Microsoft Office Suite
