ECS is seeking a Lead Data Engineer to work in our Fairfax, VA office.
ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

ECS is seeking a Lead Data Engineer to serve as a key leader on the new CDM Data Services program. The Lead Data Engineer defines data requirements and provides direction and input to teams implementing capabilities to collect, process, analyze, and share data. The Lead Data Engineer defines data quality standards and develops processes and procedures to continuously inspect and report on data quality along with processes and procedures for handling data that does not conform to defined standards. The Lead Data Engineer works closely with the Government and partners to fulfill Data Governance requirements and rapidly deploy new features to optimize data quality and utility.
The ideal candidate will provide thought-leadership, expert-level technical support and data-driven services across a broad portfolio of cybersecurity, risk management, and service delivery domains. Strong candidates will have a desire to drive strategic initiatives that take advantage of modern approaches to technology, data usage, and business delivery. Our customer's requirements are dynamic and complex; we are seeking individuals who can effectively balance strategic, long-term planning with the tactical day-to-day demands of supporting a mission-focused customer. The ideal candidate must be a fast learner, and able to effectively engage resources and work across teams to decompose large, complex problems into workable solutions. Specific Duties Include:
- Establish and lead a robust 'Data Engineering and Data Quality' team, focused on ensuring data-driven technical and performance objectives.
- Lead the coordination and development of data interface control processes and documentation, data quality and assurance operations and data governance.
- Work closely with the Government to define and implement a robust Data Quality Management Plan, which considers a holistic approach to whole-of-CDM data quality operations, as well as routine monitoring, reporting and triage of quality-related issues.
- Define, implement, monitor and manage scalable process frameworks, aimed at meeting or exceeding Service Level Agreements (SLA) for data quality, which includes considerations for data timeliness, completeness and accuracy.
- Oversee specialized troubleshooting, knowledge management and remediation efforts for data quality issues.
- Serve as a technical SME and liaison between ECS engineering teams, the Government and end-users of CDM products and solutions to drive optimal data quality and data engineering operations.
- Oversee the standup and facilitation of a Federal Data Governance Working Group, responsible for capturing and prioritizing feature/enhancement requests related to data objectives.
- Develop and maintain an Interface Control Document (ICD) and Data Dictionaries / Data Catalogs to inform users of data holdings and system integration points.
- US citizenship with ability to obtain Public Trust Suitability
- A minimum of six years of experience prescribing, implementing and managing the technical delivery of large-scale data engineering services to diverse organizations
- At least four years of experience analyzing customer data engineering requirements and prescribing and implementing solutions to meet those requirements
- Experience building and leading technical teams of 10+ people, operating enterprise-level, production operations
- Knowledge of Federal Cybersecurity and Federal Cybersecurity and Risk Management Policies and practices, including: FISMA; NIST 800-37, 800-53, 800-30, 800-39; NISTIR 8286 Series, and FedRAMP
- Experience creating and maintaining an Interface Control Document that define APIs, authentication/authorization mechanisms, and communication protocols between systems to enable consistent integrations
- Experience creating and maintaining Data Dictionaries and/or Data Catalogs to describe data inventories and schemas to help users understand, locate, and utilize data within the system
- Experience designing, implementing, and managing data schemas that comply with cyber-relevant data standards and frameworks, e.g., SCAP, STIX, OTEL, Elastic Common Schema, Splunk Common Information Model
- Knowledge of data transformation processes and experience documenting and maintaining traceability of transformed data to source data
- Experience utilizing data cataloging and governance tools, esp. Alation and Collibra to help organizations improve data management, collaboration, and governance
