R&K supports the Transportation Security Administration (TSA) by providing general technical management support to the Office of Occupational Safety, Health, and Environment (OSHE) and TSA field organizations for the development, execution, and administration of the TSA Environmental Management Program. Support services are provided in the areas of: Program Development and Implementation, Inspections, Compliance and Conformance Auditing, Recordkeeping, Mishap and Incident Investigations, Environmental Planning, Reporting, Training Development and Instructional Assistance, Policy Development and Implementation, Program Management Evaluations and TSA Environmental Management System (EMS) Portal maintenance.

R&K is seeking a full-time Lead Environmental Scientist to provide programmatic, technical, analytical, and administrative expertise to OSHE's environmental programs, in particular to assist OSHE administer TSA's Environmental Planning Program National Environmental Policy Act (NEPA) Guide and Implementing Procedures.

Title: Lead Environmental Scientist/Engineer

Performance Location: National Capital Region (Telework)

Duration: Permanent/Full-Time

Clearance: APublic Trust background check is required and a Public Trust clearance must be granted before access to the System or other TSA resources is granted.
Start Date: Contingent upon Award, anticipated start date is July 26, 2025.

Duties: The primary responsibility is to support OSHE administer TSA's Environmental Planning Program National Environmental Policy Act (NEPA) Guide and Implementing Procedures. The candidate shall be familiar with how federal agencies carry out NEPA requirements and have experience conducting categorical exclusion assessments.

Additionally, the candidate shall be responsible for independently verifying the results of environmental compliance audits (performed by an external party) of Treatment Storage and Disposal Facilities (TSDF) that receive TSA hazardous waste. The verification process is performed in two Phases. Phase I consists of a desktop review of the pre-selected facility's financial and environmental compliance status, including pending or current litigation. Phase II involves an onsite environmental audit at three TSDF locations to verify the information obtained in the Phase I audit; assess site conditions; and further evaluate the safe and proper treatment, storage, and disposal of TSA-generated hazardous waste.

Additional duties may include, but are not limited to:

Policy and Guidance Support

  • Candidate shall assist TSA in the continued development, update, implementation, and distribution of Environmental Program policies, procedures, directives, guidance, and other support documentation (forms, bulletins, fact sheets, brochures).

Compliance Audit Support

  • Candidate may support contract activities relating to environmental compliance.
  • Candidate may assist in the development, review, and update of Environmental Program training content to support On-line Learning Center (OLC), eLearning, In-Class, Seminars.

Regulatory Review and Monitoring Support

  • Candidate may review state and local environmental regulations that may impact TSA operations and facilities and recommend, as necessary, modifications to the environmental compliance requirements.
  • Candidate may monitor federal environmental laws and amendments, proposed regulations and rule makings to identify any that may impact TSA operations and facilities.

Communications Outreach Support

  • Candidate may assist in the development, design, production, and distribution of communications outreach materials such as posters, cards, flyers, and like materials for use by TSA personnel, other government personnel, and the public.

Requirements: The candidate shall meet the following qualifications:

  • Minimum of 5 years' in related experience in environmental work is required.
  • Bachelor's Degree in an environmentally-related field is required.
  • Must have the ability to work in a dynamic environment and effectively interact with numerous TSA personnel and government partners.
  • Working knowledge of Microsoft Office (Word, PowerPoint, and Excel).
  • Possess a high degree of adaptability and initiative requiring minimal supervision.
