Job Description
WCH invites applications for the position of Lead, Payroll and HRIS. Join our dynamic team of professionals dedicated to creating support systems and programs that empower our People to contribute their very best. The successful candidate is experience running payroll in Dayforce, and will offer advisory services, guidance, and support for internal and external stakeholders.
As the Lead, Payroll & HRIS, you will oversee the bi-weekly payroll processing and manage all aspects of the Dayforce HRIS system administration. You will ensure timely and accurate processing of payroll, conduct regular audits and reconcile payroll accounts to promptly resolve discrepancies. The Lead, Payroll & HRIS will also support the daily HRIS operations and strategic planning for future system enhancements. You will stay current with system updates, develop and implement strategies to resolve HR solutions challenges, complete system maintenance and clean up, introduce new modules and lead the transition from managed services to in-house full cycle payroll.
As a role model and champion you will work to identify and integrate safe, best practices into daily activities to foster the delivery of safe and exemplary care.

As the Lead, Payroll & HRIS, you will oversee the bi-weekly payroll processing and manage all aspects of the Dayforce HRIS system administration. You will ensure timely and accurate processing of payroll, conduct regular audits and reconcile payroll accounts to promptly resolve discrepancies. The Lead, Payroll & HRIS will also support the daily HRIS operations and strategic planning for future system enhancements. You will stay current with system updates, develop and implement strategies to resolve HR solutions challenges, complete system maintenance and clean up, introduce new modules and lead the transition from managed services to in-house full cycle payroll.
- Act as the first point of contact for all payroll related inquiries, advises employees and managers on payroll best practices.
- Lead the preparation and processing of WCH's bi-weekly payroll, including the processing of special payments, such as severance, SUB plan payments, ad hoc termination pay, various government retention payment programs and other off cycles as needed.
- Responsible for auditing and reconciling payroll reports, ensuring data integrity, including hours, approvals, salary increases, transfers, new hires, terminations and seniority calculations.
- Ensure ROEs are being initiated and completed in a timely and accurate manner.
- Act as the subject matter expert on all system configuration issues.
- Ensure the Collective Agreements, CRA Regulations, ESA, OHA requirement and internal policies are being followed and changes are implemented
- Liaise with the Finance department regarding payroll, GL and government reporting requirements for special retention payments.
- Responsible for the creation and testing of new codes required to enhance the automation and efficiency of the system.
- Research and resolve coding discrepancies and exceptions requiring further investigation.
- Create, document and update new and existing workflows and standard operating procedures.
- Ensure WCH is prepared for the annual audit, liaise with external financial auditors to provide documentation and answer questions and concerns.
- Lead the Year End payroll function, including balancing of T4's, T4A's, T2200.
- Lead the Year End MDC HOOPP process to ensure pension information is accurate and reported to HOOPP correctly.
- In collaboration with Dayforce managed services, completes the WSIB Year End Remittances Summary, EHT Year End Statement as well as the Public Service Salary Disclosure (PSSD).
- Research, initiate and lead new system function implementation such as Time off module, talent management, documents cloud etc.
- With collaboration of the Total Rewards Coordinator, the Lead, Payroll and HRIS is responsible for training new and existing managers on newly implemented Dayforce modules.
- Ensure HRIS security is followed, update to provide/discontinue/modify access throughout the corporation to support ongoing integrity and protection of data.
- Identify and research systems issues and provide recommendations for resolution.
- Audit HOOPP codes in different scenarios and ensure deductions are correctly configured and are properly calculated and reported in accordance with the Pension Act and the HOOPP plan policy.
- Responsible for data extractions, creating ad hoc reports and analyzing data as required by different stakeholders.
- Administer the direct debit process, ensure all information is in place to directly debit employee's bank account for HOOPP and benefits premiums.
- In collaboration with the Total Rewards Specialist responsible for the full cycle administration of the Desjardins ASO benefits, ensuring premiums are accurate, reconciling against the payroll and ensuring benefits movement is recorded correctly.

Qualifications
- Undergraduate Degree in Human Resources, Finance Business Administration, Accounting, Economics, or a related discipline.
- Certified Payroll Compliance Practitioner (National Payroll Institute) required.
- Five (5) years' experience running full cycle payroll (preferably with an excess of 1,000 employees).
- Experience with timecards administration.
- Experience administrating Defined Benefits Pension Plans.
- Experience with full cycle benefits administration.
- Proficiency in using Microsoft Excel and payroll database applications is required; Dayforce payroll system experience is an asset.
- Experience working in a unionized environment with multiple collective agreements preferred.
- Previous experience working in a health care setting preferred.
- Strong interpersonal skills with sound written and verbal communication skills. Must be able to handle sensitive issues in a professional manner.
- Experience in dealing with the public, handling inquiries, and working in a deadline-oriented environment is required.
- Attention to detail and accuracy is essential along with well-established organization skills and the ability to handle multiple tasks and responsibilities while recognizing priorities.
- Proven attendance and punctuality.
- Professional behaviour and communication that meets the standards of the professional regulatory college or association, as applicable, and the standards of Women's College Hospital
