The State Highway Administration's (SHA) Office of Equal Opportunity (OEO) is currently recruiting for a Lead Procurement Review Group Coordinator (Administrator II) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: The Lead Procurement Review Group Coordinator will lead the daily operation of the SHA Procurement Review Division, which is responsible for the compilation, preparation and oversight of the Procurement Review Group (PRG) Minority Business Enterprise (MBE) goal, MBE sub-goal(s), Veteran-Owned Small Business (VSBE) goal, Disadvantaged Business Enterprise (DBE) goal, and the MBE/DBE/VSBE Schedule of Participation approvals/denials. The approval process for the Schedule of Project Participation occurs during the contract pre-award and award phases through review and analysis. This position will also respond to waiver requests from prime contractors. The incumbent must have expert knowledge of socio-economic programs.
In striving to meet the state of Maryland's MBE goal, applicable sub-goals, VSBE goal, as well as the federal DBE and SBE goals, this position will ensure that all PRG functions are effectively and timely carried out in compliance with COMAR Title 21, CFR 49, Part 26, Maryland Board of Public Works (BPW) and MDOT and SHA guidance. On average, SHA annually procures over $1 billion in various procurement categories (construction, construction-related, architectural and engineering, maintenance, service, IT services, IT supplies & equipment). As required under COMAR 21.11.03.09, all procurements over $50,000 must be presented to the Procurement Review Group for applicable goal setting. The project goals must be set in a realistic and achievable manner.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five (5) years of experience in administrative staff or professional work
Selective Qualification: Two and a half (2.5) years of experience performing procurement for socioeconomic programs within the public sector.

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
