Reports to: Senior Manager - Gas System Planning NY

Reports In Office to: East Hartford, CT

The base salary range for this position is dependent upon experience and location, ranging from: $125,766 - $145,000

Job Summary

Supervise and manage CT (CNG, SCG) and MA (BCG) engineering staff responsible for network analysis and system planning activities involving the gas distribution and transmission systems. Understand and apply engineering principles, industry knowledge and regulatory standards to assist in the development of engineered solutions and recommendations to enhance the safety and reliability of the natural gas networks. Prepares and communicates reports and maintains records for various activities in the department.

Responsibilities

Supervise and direct staff of Engineers and Analysts in Gas System Planning responsible for:
  • Network Analysis Support: Supervise and direct staff in developing engineering solutions to emergent requests from Gas Field Operations, Energy Control Center, Gas Supply, etc. Assist in development of and approval of engineered solutions utilizing system planning tools, including hydraulic modeling software, GIS, Regulator Station Database Programs and others. Assist in communicating results and findings, coordinating efforts and interfacing with other departments, stakeholders and Company leadership.
  • Capital Improvement Planning: Assist in the development of the 5-10 Year Plan and Long-Term Outlook Plan. Assist staff in developing solutions to address System Reliability, Safety, Customer Focus, Asset Condition, Strategic & Efficiency Projects. Review required reporting, cost estimates and scope of work. Communicate system needs and solutions to stakeholders and provide input during the capital budget development process.
  • Leak Prone Pipe (LPP) Replacement Program: Supervise and oversee annual scoping and planning of required LPP, including Cast Iron and Bare Steel main, targets by milestone deadlines. Ensure compliance with Company Standard Operating Procedures, reporting and regulatory requirements.
  • Non-Pipeline Alternatives (NPA): Review infrastructure projects with NPA suitability criteria. Coordinate review, efforts and requirements with NPA group; maintain records.
  • Regulator Program Planning: Assist staff in the development of Regulator Station Concept Packages for replacement, modification and rebuild of district regulator station and gate station projects. Review and coordinate annual overpressure protection reporting and documentation. Facilitate and validate the regulator station databases utilized by system planning.
  • Renewable Natural Gas & Clean Gas Initiatives: Lead efforts to develop and facilitate RNG Projects and Clean Gas Initiatives. Act as company liaison, communicate and coordinate with developers from concept-to-completion; oversee hydraulic network modeling of RNG facilities; act as primary point of contact through contractual and facility negotiations and agreements.


Applies Company, industry, local, state, national codes, and standards, and ensures compliance with regulatory requirements. Interacts with customers, developers, municipalities, agencies and others. Provides guidance and mentoring of Engineers and Analysts and other identified individuals. Manages technical support with contractors and consultants. Identifies employee development and training opportunities within the group. Review and prepare various engineering reports, presentations and documentation. Responsible to ensure employees work safely and work orders include proper safety. Represent the company on various teams or committees. Acts as liaison for the Company with customers and with state and municipal agencies to coordinate efforts.

Skills and Requirements

Technical Skills/Competencies:
  • General Engineering knowledge - Planning, Operations and Engineering Design, Analytic, modeling & Calculation, understanding the business model; Global View of the Business (Values cross-functional collaboration, understands importance of growing knowledge and developing relationships and links across the organization)
  • Computer skills - Ability to learn and utilize new engineering specific software. Strong understanding of database programs (Access, Oracle, etc.) and fluid modeling software (SynergiGas or equivalent).
  • Engineering documentation - Ability to adequately document and interpret engineering documentation
  • Knowledge of Regulatory and Compliance Environment - Local, State and Federal Regulatory Standards and requirements


Education & Experience Required:
  • Bachelor's degree required, technical degree preferred.
  • Minimum of 6-8 years technical experience in natural gas.
  • Strong understanding of fluid mechanic principles.
  • Knowledge of gas system construction and maintenance practices.
  • Knowledge of state and federal pipeline safety regulations.


Preferred Qualifications:
  • Experience in Transmission and Distribution network analysis.
  • Experience with gas metering and regulation principles.
  • Experience with managing data, database programs and GIS software.
  • Engineering Degree
  • Experience with Connecticut and Massachusetts Department of Public Safety (CT-PURA, MA-DPU) rules and regulations.
