Unit Context

OPSLE is one of two units in the OPSRL Department. In addition to coordinating OPCS staff learning (including the VPU's onboarding and mentoring programs), the unit is responsible for the Operations Learning program of the Bank.

The Operations Learning team is responsible for the development and delivery of all staff learning on operational instruments, policies, and processes.

On a yearly basis, the learning program reaches about 8000 staff in over 150 learning interventions, ranging from short operational clinics to longer Academies and e-learning modules. Topics covered include FBO, CPF, IPF, DPF, PforR, ASA, RAS, and A2D learnings. The unit also manages the Accreditation of IPF and DPF TTLs and is expected to launch the Accreditation for PforR later this FY. A new client learning program (Strengthening Client Capacity for Impact, SCCI) has recently been launched. Additionally, OPSLE co-hosts the World Bank Staff Learning Governance function along with HR which establishes institutional policy and guidance for the receipt and delivery of staff learning across the Bank.

The Operations Learning and Engagement unit seeks to recruit a Learning Officer to contribute to the delivery of several important initiatives of OPSLE. The successful candidate is expected to spend most of her/his time supporting the learning programs for Development Policy Lending, Country Engagement Products, Guarantees, and learning activities for the Joint Country Representatives (WBG Country Managers and Resident Representatives).

Roles and Responsibilities:
Design and Delivery of Country Partnership Framework (CPF) and Development Policy Financing (DPF) Learning Programs.
Support the design and delivery of the DPF, CPF, and Guarantees Learning Programs, including Academies and Clinics, in either in-person or virtual formats.
Liaise with Subject Matter Experts (SMEs) and learning team members to update content and session design. Support the delivery of sessions and group activities during the Academies.
Work with the program and Learning Technologies teams to update the content and structure of the Country Engagement (CE), DPF, and Guarantees e-learning modules as needed.
Serve as the focal point for the Operations Learning Help Desk for all inquiries related to DPF Learning and TTL Accreditation; and for the CPF Academy and CE eLearning.
Monitor and moderate the Academy's online learning and discussion space, as needed.
Support learning event technology, room setup, and meeting platforms to ensure a successful delivery and experience for participants.
Support the design and delivery of new learning programs, including clinics, and face-to-face workshops as needed.
Undertake any other activities as required by the manager responding to the changing business needs and staff work program changes.
Support to Learning and Development Programs for Joint Country Representatives (JCRs)
Support the design and delivery of knowledge sharing events and learning programs for JCRs working closely with IFC, MIGA, and HR.
Undertake maintenance and update of learning assets for JCRs, as needed.

Selection Criteria
Master's degree in knowledge management, learning, instructional design, organizational performance, international relations, international development, or similar discipline with a minimum of 5 years' relevant experience.
Demonstrated ability to work in teams with team leaders, instructional design staff, subject matter experts, etc.
Solid understanding of the World Bank's organizational structure and operations.
Demonstrated experience in designing, developing, and managing learning events for World Bank staff. Solid experience developing and designing learning material for WBG staff.
Demonstrated knowledge and experience using Bank systems for KM, learning and learning events, including SharePoint, Open Learning Campus, and Event Management System.
Demonstrated knowledge and experience using technology and online platforms for collaboration, including Webex and Microsoft Teams. Knowledge of interactive learning platforms.
Demonstrated ability to clearly conceptualize complex issues and translate ideas into concrete results.
Excellent communication, writing, analytical, organizational and interpersonal skills.
