Primary Purpose
The LNG Enterprise Sr. Operations Manager is an LNG Operations Subject Matter Expert (SME) on the LNG Operations Service Team providing seasoned functional expertise to Sempra Infrastructure's operating facilities and those under development.

Acting as part of a shared service team supporting Sempra Infrastructure and implementing Sempra's Guiding Principles, the LNG Enterprise Senior Operations Manager will bring their practical, well-honed LNG operations insight and skills and to support, assist, measure, develop, etc., Operational Excellence throughout Sempra Infrastructure's LNG assets.

Key broad areas of expertise will include life safety, process safety, operation of LNG process units, operations planning and training, regulations, and application utilization, and being able to effectively share and communicate that expertise to a diverse workforce, in the context of a customer driven shared services organization supporting the commercial goals of a world class LNG Export and Import operation.

Duties and Responsibilities
  • Partner and collaborate with operating facilities in all phases of LNG Plant Operations, including production and production planning, ship gas-up, cooldown, and loading, vaporization, manpower allocation, lean operations, operations auditing, etc. Collaborate with facilities on practical safe work practices including effective LOTO & MOC practices. Observe, gauge and provide unique insight to develop and implement appropriate strategies.
  • Provide Operational cross functional leadership and expertise in reviewing, simplifying and practicalizing complex procedures and training including the ability to integrate international standards and specific regulatory requirements routinely into workflows in an auditable manner. Champion the adoption on Best Practices across operating facilities.
  • Act as technical and operational expert resource to operating facilities, and observe and gauge facilities and provide unique insight, and when necessary, develop and implement solutions to problems the facilities experience, including but not limited to Process Simulators and their integration into robust training programs, staffing plans for developmental projects, software applications for scheduling, planning, ship mooring, pilot simulation, smart procedures, permitting, safe work practices, SAP CMMS, etc. across LNG Operating facilities.
  • Manage and partner with LNG facilities to have a strong working knowledge of USCG regulations, including 33 CFR 127 regulations and USCG inspection processes, and FERC interactions with US operating LNG facilities. Assist and advice US facilities in PHMSA and FERC and USCG audit preparation and during actual inspections as may be required.
  • Accountable to develop and oversee OPEX budgets, operating plans, and staffing plans for developmental projects, using understanding of cost components and drivers for LNG facilities, as well as be a resource to Sempra Infrastructure management regarding LNG Operations.
  • Maintain relationships with LNG Operating facilities and industry trade groups and organizations, and monitor industry events and trends that may affect Sempra Infrastructure LNG assets.
  • Perform other duties as assigned (no more than 5% of duties).


Education
  • Bachelor's degree in engineering, business, other related discipline or equivalent training and/or experience required.

Experience
  • 15 years of experience in operating LNG facilities, with a progression from Operator through to LNG plant management required.

Knowledge, Skills and Abilities
  • A working understanding of regulatory environment, especially those of the USCG, PHMSA and FERC for US operating facilities.
  • Understanding of operational and commercial aspects of LNG Facilities.
  • Ability to manage and provide guidance to personnel with varied duties related to LNG Facilities.
  • Ability to manage multiple projects simultaneously while achieving corporate and project goals.

Other Qualifications
  • Ability to travel to facilities outside the United States.
