Description

The County Director of Social Services is responsible for the leadership, management, and oversight of the Wilson County Department of Social Services (WCDSS). The department employs over 270 employees working in programs that provide public assistance, child welfare, child support, behavioral health, prevention, adult services, employment, childcare, parenting, and crisis intervention. WCDSS actively partners with community agencies, faith community, education, and business to address county-wide social issues such as teen pregnancy, unemployment, poverty, homelessness, domestic violence, adult/child maltreatment, health care, food insecurity and financial crisis. The County Director is the hiring and firing authority for all.staff positions within the County DSS except for the County Director position, which appointing authority rests with the DSS Board. The County Director is responsible for the administration of federal and state programs as specified in the General Statutes of North Carolina primarily in Chapter 108-A 14 (includes acting as chief executive officer to the DSS Board and as secretary of the Board).

The County Director is responsible for working with the Board of Social Services to establish a clear mission for the department. The County Director is responsible for reporting the performance results of the department to the County Board of Social Services and to the Wilson Community at large: The County Director is responsible for advocating for Wilson County, its customers, human service needs/changes, staff, and funding through service on various state and national workgroups, taskforces, committees, and associations at both the state and federal levels.
Description of Work

  • The County Director of Social Services is responsible for the leadership, management, and oversight of the Wilson County Department of Social Services.
  • The County Director of Social Services is responsible for the administration of federal and state programs as specified in the General Statues of North Carolina, primarily in Chapter 108-A 14 (includes acting as chief executive officer to the DSS Board and as secretary to the Board.
  • The County Director of Social Services is the hiring and firing authority for all staff positions within the County DSS except for the County Director position, which authority rests with the DSS Board.
  • The County Director of Social Services supervises all staff and directly supervises the Deputy Director, Administrative Assistant, Business Officer, and Operations Manager and other employees as self-assigned.
  • The County Director of Social Services is responsible for promoting the professional growth of staff and especially the professional growth of supervisees.
  • The County Director of Social Services is responsible for working with the Board of Social Services to establish a clear mission for the department.
  • The County Director of Social Services is responsible for advocating for Wilson County, its customers, human services needs/changes, staff, and funding through services on various state and national workgroups, task forces, committees, and associations at both the stale and federal levels.
  • The County Director is responsible for submitting a recommended annual budget to the Board of Social Services for the board's approval.
  • When delegated by the DSS Board, the County Director is responsible for presenting the Board's Annual Budget Request (per Chapter 108A NC Statutes) to the Wilson County Board of Commissioners.

  • Supervision Received by Employee: Direction received by the Wilson County Board of Social Services, primarily through the agency performance management and governance system, through the Director's annual performance appraisal.

  • Physical Effort: The job requires a tremendous amount of mental effort on a frequent basis. The physical effort primarily involves attending various meetings, traveling, conferences, etc.

Minimum Education and Experience

A master's degree in social work and two years of supervisory experience in the delivery of client services; or a bachelor's degree in social work and three years of supervisory experience in the delivery of client services, one of which must have been in Social Services; or graduation from a four-year college or university and three years of supervisory experience in the delivery of client services, two of which must have been in Social Services; or an equivalent combination of training and experience.

QUALIFICATIONPREFERENCE:Master of Social Work Degree (MSW) and Social Work License (LCSW).

Required Training and Experience:
  • Required Minimum Education and experience: Master level human services degree (Master of Social Work- MSW preferred) and at least 5 years of experience, supervising supervisory personnel.
  • Additional Training: Leadership and Management Courses
  • Equivalent Training: Master of Social Work Degree preferred.
  • License or Certification Required by Statute or Regulation: LCSW, LCAS, etc. enhances the ability to perform the job.

    Supplemental Information

    Work Schedule: This is a FLSA exempt position and thus this position's work week can vary significantly from week to week. This position requires a flexible work schedule and is subject to working at times 24/7 depending on the needs of the agency. The Director is the ultimate "on-call" position when major decisions must be made during non-office hours. This position is subject to working in the evenings, weekends and holidays as needed.
