The Logistics / Maritime Prepositioning Planning Services assists the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands by serving within the logistics directorate task area. The position's primary mission involves assisting in the planning and coordination of deployment, sustainment, and redeployment support for Marine Corps forces assigned or attached to CENTCOM, working with units and support agencies worldwide to ensure equipment accountability, responsive supply support, distribution efforts and monitor both ground and aviation equipment readiness. The Logistics / Maritime Prepositioning Planning Services directly supports services for MARCENT G-4, providing subject matter expertise (SME) on USMC Maritime Prepositioned Force (MPF) program, operations, and doctrine, to ensure the efficient execution of MARCENT OAMS tasks both within the continental United States (CONUS) and outside the continental United States (OCONUS). The Logistics/Maritime Prepositioning Planning Services will perform the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide Maritime Prepositioned Force (MPF) planning services.
- Demonstrate full understanding and experience of the USMC MPF program, USMC MPF operations, USMC MPF doctrine, implementation of service policy, and implementation of joint policy.
- Review OPLANs, CONPLANs, and exercise plans to ensure proper employment of MPF assets.
- Develop and execute prepositioning strategies, plans, concepts, tasks, prepositioning estimates, and MPF budget review.
- Prepare, document, and improve MARCENT prepositioning capabilities and relationships. The contractor shall maintain the MARCENT prepositioning web pages, historical files, and other required documentation.
- Prepare, review, and advise on MARCENT prepositioning planning requirements, MPF capabilities, and operational employment.
- Provide post-conference reports, conduct operational assessments, and attend annual prepositioning and sea-basing operational advisory group conferences.
- Assist the MARCENT Staff and subordinate elements in achieving training objectives.
- Assist the MARCENT G-4 staff in the development of training and exercise related Standard Operating Procedures, Execution Checklists, Policies, Orders, and Directives via participation in planning teams, working groups, and conferences as required to ensure lessons learned and after-action items from previous similar events are identified and addressed.
EDUCATION
- HS diploma or equivalent required.
EXPERIENCE
- Minimum ten years of military experience.
- Experience in Maritime Prepositioned Force (MPF) planning and operations, including familiarity with MPF doctrine and implementation of service and joint policies.
- Experience in planning and coordinating logistics for deployment, sustainment, and redeployment operations, with a focus on MPF and related logistics activities.
- Experience reviewing and developing operational plans (OPLANs), concept plans (CONPLANs), and exercise plans to ensure effective employment of MPF assets.
- Background in developing prepositioning strategies, plans, and budgets, as well as preparing and documenting prepositioning capabilities and relationships.
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities
- In-depth knowledge and expertise in the USMC Maritime Prepositioned Force (MPF) program, including its operations, doctrine, and related policies.
- Skilled in reviewing and developing OPLANs and CONPLANs, executing prepositioning strategies, coordinating logistics efforts, and preparing MPF budget reviews.
- Competency in conducting operational assessments and providing recommendations to enhance MARCENT prepositioning capabilities and relationships.
- Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.) desired.
- Strong written and verbal communication skills desired.
WORKING CONDITIONS
- Required to sit for extended periods of time and maintain focus.
SPECIAL POSITION NOTATIONS
- Travel is required.
- Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.
SECURITY CLEARANCE
- A TS/SCI clearance is required for this position.
