Brief Job Description:

The Department of Family and Protective Services (DFPS) Management Analyst performs advanced administrative and policy analysis functions for the Application and Data Support (ADS), Operations Support Services team. Provides leadership and technical expertise regarding policies and project management.. Plans, leads, and organizes teams to achieve tasks, complete studies and projects, and meet program deadlines. Provides in-depth data analyses to drive evidence-based changes to Application Support policies, procedures, strategic planning and training modules. Manages concurrent, program priorities and projects. Participates in the development of program policies, procedures, best practices and program strategic planning. Coordinates, plans and directs the development and maintenance of the Application Support program knowledge database. Leads the development, implementation, monitoring and periodic updating of new and ongoing program projects to promote effective operation and administration of the AS program and its priorities. Coordinates the design, planning and implementation of program policies, procedures and issues, and develops solutions. Identifies critical AS program policy and organizational issues, and conducts research and analysis of complex program concerns. Defines the purpose, scope, goals, role objectives and requirements of studies and analyses; evaluates results and study or survey data, and develops recommendations of best practices for program policies and procedures. Assists with developing and delivers training regarding the Application Support team and safety tools, resources and strategies.

Designs, develops and coordinates review and dissemination of the Application Support monthly and yearly program reporting requirements. Develops recurring, ad-hoc and custom statistical reports and analyses. Provides advice, consultation and program data interpretation to management and staff, and need to know entities. Evaluates historical, current and projected data and statistics to identify trends, patterns and issues. Provides in-depth data analyses to drive changes to AS policies, strategic direction and procedures. Develops informational materials using a variety of computer software programs. Delivers data-driven presentations on the AS program to internal and external groups. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Coordinates the design, planning and implementation of Application Support program policies, procedures and issues, and develops recommendations, solutions and best practices. Identifies critical AS program policy and organizational issues, and conducts research and analysis of complex program concerns. Evaluates results and study or survey data, and develops changes for AS program policies, protocols and procedures. Evaluates historical and current data regarding patterns and issues, and develops reports and recommendations. Provides in-depth data analyses to drive evidence-based changes to AS policies, procedures, strategic planning and training modules. Provides advice, consultation and program data analysis and interpretation to management and staff. Participates in AS program strategic planning activities by providing data-supported recommendations. (20%)

Provides technical expertise regarding AS policies, project management, procedures, regulations, rules, and guidelines. Coordinates the development and analysis of data designed to inform AS policies and procedures. Provides consultation, guidance, and quality assurance review to the AS program and agency staff regarding policies, guidelines and state and federal legislative changes and updates. Conducts periodic, extensive analyses to evaluate organizational and administrative effects of changes to the AS program and develops reports of findings and recommendations. (20%)

Coordinates, plans and directs the development and maintenance of the Application Support program database. Develops and defines the program's requirements regarding data repository range, functionality and use, and manages data submission, extraction, reporting and maintenance. Generates comprehensive statistical analyses, and develops ad-hoc, custom and recurring reports and disseminates as appropriate. Generates and analyzes information from the database to support ongoing refinement of AS program policies, procedures, approaches, and training protocols. Tracks data, incidents, reports and system issues, and performs testing to validate the integrity of database information and data. (20%)

Designs and develops performance measurement, risk assessment and decision-making methods and tools. Drives the development of process flows and redesigns using a data-driven approach. Performs risk assessments and impact analyses of proposed changes to AS program systems and business processes. Manages studies and projects including issue escalation, change management processes, and addressing concerns raised in quality reviews with stakeholders and internal and external business partners. Facilitates meetings with agency programs to collect input regarding AS policies, strategies, tools and resources, protocols and issues. Conducts analyses to prioritize policy and procedure changes to its operations as part of its strategic, operational, and business planning processes. (20%)

Develops communications regarding AS program policy changes and newly developed policies and procedures. Designs, develops and coordinates review and dissemination of AS program periodic program reporting requirements. Develops guidance regarding design, execution and communication regarding AS program policies and projects for program management and agency management. Collaborates with AS program stakeholders and agency and program staff to ensure timely and accurate communications. Develops informational materials and communications using a variety of computer software programs. Performs other duties as assigned. (20%)

No licensure or certification is required.

Initial Screening Criteria:

Graduation from an accredited four-year college or university with major coursework in computer science, business administration, public administration, or closely related field of study.
Three (3) years of full-time professional experience in a systems, applications, project management or data analysis role.
Full-time professional experience in a systems, applications, project management or data analysis role may be substituted for the required education on a year-for-year basis, with a maximum substitution of four (4) years.
