ABOUT SGVCOG

The San Gabriel Valley Council of Governments (SGVCOG) is a regional government planning agency that aims to maximize the quality of life in the San Gabriel Valley. We are a joint powers authority consisting of 31 incorporated cities, unincorporated communities in Los Angeles County Supervisorial Districts 1 and 5, and three San Gabriel Municipal Water Districts.
The SGVCOG is in the San Gabriel Valley of Southern California. Applicants considered for this role must currently live in Southern California or be willing to relocate. The agency does not contribute to relocation or commute costs.

THE POSITION

This position supports the Capital Projects Department through data analysis and fieldwork, utilizing a variety of software tools to analyze program data and create visualizations. The role also includes conducting fieldwork at various projects in the San Gabriel Valley, as well as attending community events. The SGVCOG is seeking to fill one full-time Management Analyst position in Capital Projects.

Examples of Duties

The duties listed below are intended as examples of various types of work that may be performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class.
  • Role of Capital Projects Analyst: The role of the Capital Projects Analyst is to provide critical day-to-day project management support and administrative support. As a result, duties will be dynamic and high demand as emergency situations occur outside regular day-to-day project management. Responsibilities will include (but not limited to) report writing, meeting coordination, external communications, budget tracking and Committee management.
  • Report Writing: The Capital Projects Analyst writes reports/descriptions, with support from the Senior Project Manager/Assistant Director, on assigned projects starting with a technical baseline and ability to adapt for a less technical audience (Capital Projects and Construction Committee, Governing Board, etc.). Reports may include providing information in the following areas:
    • Project updates for the Capital Projects and Construction Committee.
    • Project reports on contract amendment reports on assigned projects.
    • Grant report writing on assigned projects.
    • Project update information for invoices.
    • Project descriptions for project insurance.
  • Project Budget Tracking: The Capital Projects Analyst shall assist on project budget tracking, including coordinating with the Finance department and grantors.
  • Meeting Coordination: The Capital Projects Analyst will be responsible for acting as meeting coordinator. Meeting coordination shall include scheduling meetings, preparing detailed meeting minutes. The Capital Projects Analyst will also attend meetings including providing project briefing information when needed.
  • Vendor/Consultant Management: The Capital Projects Analyst will assist the with vendor/consultant management in relation to assigned capital projects. Duties will include verifying vendor/consultant charges against contracts/task orders, and other general project management support for vendors/consultants.

Minimum Qualifications

KNOWLEDGE OF:
Thorough understanding of the theories, principles, and practices related to transportation, including land use planning and regulations, mobility, and public finance. Familiarity with applicable local, state, and federal laws, rules, and regulations that govern transportation policies, funding sources, real estate leasing, mobility, and development practices. Basic knowledge of research methodologies, analytical techniques, and innovative approaches. Proficiency in financial, analytical, statistical, and mathematical processes and procedures. Competency in using applicable business software applications. Awareness of emerging business models and the ability to identify and test new models of service delivery.

ABILITY TO:
Effectively manage local and shared data files while meeting tight time constraints and deadlines. Work independently in a highly structured environment and demonstrate the ability to compile and analyze data efficiently. Develop and maintain strong external relationships to support project success. Remain flexible and adaptable, with the capacity to iterate when obstacles arise during project implementation. Pay close attention to detail while maintaining a clear understanding of the broader project vision. Communicate clearly, reliably, and knowledgeably regarding departmental priorities. Additionally, demonstrate the ability to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and agreements. Conduct planning studies and projects, and apply financial, analytical, and statistical research methods as needed. Prepare well-structured reports and correspondence, analyze situations, identify problems, and recommend viable solutions. Communicate effectively, both orally and in writing, to public or private groups and interact professionally with internal and external stakeholders. Exhibit strong mediation and negotiation skills and effectively identify and evaluate opportunities to pilot new models of service delivery.

EDUCATION & EXPERIENCE
  • Graduation from an accredited four-year college or university with a bachelor's degree in Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Finance, or a related field.
  • At least two years of relevant experience in transportation, planning, project management, urban design, transportation system design and research, transportation finance, operations planning, or other related areas.
  • At least two years of professional experience in administrative analysis and research, policy development, and/or fiscal administration, including budget or management responsibilities, or an equivalent combination of education, training, and experience.
Highly desired but not required
  • Experience utilizing mapping software such as Geographic Information Systems (GIS) or related.
  • Experience performing data analysis and visualization software such as Microsoft Excel, Tableau, Power BI, or similar programs.
  • Experience conducting fieldwork such as collecting and tracking data information.
  • Experience engaging with community members at events such as bike rides, fairs, community meetings, or other events.

HEALTH BENEFITS: The SGVCOG offers a cafeteria-style health plan. The agency contributes a flat rate towards the total cost of medical, dental, and vision plans. Medical plans are available through CalPERS and Dental/Vision plans are available through Principal Insurance. Health benefits are offered to full-time employees and their eligible dependents, and eligible part-time employees. The monthly agency contribution towards medical benefits is equal to the current cost of Kaiser plans. Human Resources can provide these rates. Employee's who opt out of agency benefits are eligible for a monthly taxable stipend of $400; proof of medical coverage is required.

RETIREMENT BENEFITS: The SGVCOG participates in the California Public Employees' Retirement System (CalPERS). PEPRA members require contributions at a rate determined by CalPERS. Effective January 1, 2013, the retirement formulas are 2% at 55 for Classic Members and 2% at 62 for New Members as defined by PEPRA. Employees are responsible for paying the employee portion of the CalPERS retirement contribution.

SGVCOG employees do not contribute to Social Security benefits.
The SGVCOG offers an optional employee-sponsored 457 deferred compensation retirement account.

OTHER BENEFITS

LIFE INSURANCE: An agency-sponsored life insurance benefit is available; equal to one year of the employee's annual salary.

FLEXIBLE SPENDING ACCOUNT (FSA): Optional, employee-sponsored deferred compensation FSA accounts are available through Paychex. Funds contributed to these accounts are used for medical and childcare costs.

TUITION REIMBURSEMENT: Tuition reimbursement of up to $5,000 per year is offered for qualified courses after one year of employment.

FLEXIBLE SCHEDULES: Full-time exempt employees are expected to work a minimum of 40 hours per week. Exempt employees may request a flexible work schedule. Available schedules are:
  • 5/40 - standard, 5 days/40 hours per week
  • 9/80 - 9 days/80 hours worked per 2 weeks, every other Friday off
  • 4/10 - 4 days per week/10 hours per day, every Friday off

PAID TIME OFF

VACATION TIME: For the first five years of employment, full-time employees accrue 120 annual vacation hours. Part-time employees do not earn vacation time.
SICK TIME: Full-time employees earn 80 annual sick hours. Part-time employees earn one hour of sick time for every 30 hours worked.

HOLIDAYS: The SGVCOG provides full-time employees with 12 annual paid holidays (96 hours). Part-time employee holiday hours are unpaid.
