Seeking an experienced Management Consultant with analytical skills to support Phase III (Performance Assessment) of the Federal Information Technology Acquisition Reform Act (FITARA) compliance initiative. This individual would be responsible for performing all of, but not limited to, the following tasks:

Job Description
Experienced Management Consultant for FITARA Compliance Support - DHS
Seeking an experienced Management Consultant with analytical skills to support Phase III (Performance Assessment) of the Federal Information Technology Acquisition Reform Act (FITARA) compliance initiative. This individual would be responsible for performing all of, but not limited to, the following tasks:
- Defining hierarchy of performance metrics applicable to FITARA compliance throughout DHS and its Components
- Identify FITARA related performance objectives and supporting measures pertaining to compliance with FITARA law and OMB Common Baseline requirements, operational efficiency, stakeholder and component satisfaction, DHS policy compliance
- Developing baseline of performance scores for all defined metrics by conducting surveys and analysis to determine baseline performance scores
- Defining performance metric targets based on baseline analysis
- Identifying and, if needed, assisting with the development and implementation of automated performance management tools to track performance in an ongoing fashion
- Developing dashboard performance reporting capabilities that track and report on actual performance scores in real time fashion
In addition, the selected Management Consultant will also be asked to support ongoing
project tasks pertaining to Phase II (Implementation Plan Execution) of the FITARA
compliance initiative. This individual, would be responsible for performing all of, but
not limited to, the following tasks:
- Coordinating quarterly FITARA briefings for Portfolio Stat meetings
- Reach out to EBMO POC's for outstanding action items to obtain statuses
- Help EBMO POC's to facilitate meetings with action item stakeholders to keep progress towards resolution of action items
- Assist with development, review, approval and appropriate distribution of artifacts and documents to support successful resolution of action items
- Develop and edit briefing decks and packets for quarterly Portfolio Stat meetings, and obtain approval from EBMO executive management
- Providing support of annual GAO/OMB audits of compliance to FITARA requirements (per OMB baseline)
- Ensuring that the FITARA Playbook is kept up to date and aligned with present FITARA related business operations across DHS
Qualifications
The selected candidate must possess the following skillsets or experience:
- Must have a minimum of 6 years of management consultant experience, with a background in government budgeting and/or governance compliance is a preference.
- Must have 3 years of experience developing and maintaining performance management frameworks and underlying metrics.
- BA degree in Finance or Accounting degree or similar work experience.
- Prior experience in the area of defining and implementing Business Analytics initiatives either in the Private or Public sector would be a benefit, but not required.
- Ability to work independently and manage tasks and time with little to no oversight.
- Ability to work in a collaborative environment across multiple stakeholder organizations to collect and analyze project information.
- Ability to present periodic status reports and briefings to all levels of the client organization, including executive management.
