The County of Riverside's Executive Office is seeking a highly skilled and motivated Management/Senior Management/Principal Management Analyst to join their team.
The level at which this position is filled is at the discretion of the Executive Office.

Key responsibilities will include assisting in the Countywide preparation of recommended and adopted budgets, as well as quarterly budgetary reports. The analyst will assist or take charge of the annual Countywide Strategic Financial Plan (SFP), prepare complex financial analytical reports, and organize administrative activities within the County. The individual will serve as a liaison to various departments and will review and approve invoices.

The role will also entail the resolution of complex administrative problems, participation in the development and implementation of operating policies, and development of techniques to measure the cost-effectiveness and outcomes of programs and policies. Additionally, the analyst will collect, interpret, and analyze data for major County programs, providing clear findings and actionable recommendations. They will prepare comprehensive reports that communicate departmental priorities, policies, and procedures. The position may also involve assisting with the preparation of countywide rates or fees and supervising the preparation of various fiscal and management reports and correspondence.

Candidates with a degree in a related field and relevant experience are encouraged to apply, particularly those with public works experience, though it is not a requirement. This is an excellent opportunity for an experienced analyst to contribute to impactful financial and administrative processes in a dynamic County setting.

This position offers a flexible 9/80 work schedule, with teleworking available on Thursdays and Fridays.

EXAMPLES OF ESSENTIAL DUTIES
Organizes and directs the administrative activities of the County; plans and directs support operations such as procurement and contract administration, directs the resolution of complex County administrative problems, and participates in the development and implementation of operating and administrative policies.
Develops and implements techniques for measuring cost effectiveness and outcomes of new and existing programs and policies.
Coordinates site acquisitions, planning and construction of county buildings, and facilities of assigned capital projects; Consults with financial advisors and monitors the development of these projects, and participates in the development of new programs to facilitate long and short term strategies.
Collects, interprets and analyzes data for major County programs (such as criminal justice and public safety) and clearly reports related findings and recommendations.
Prepares comprehensive reports to communicate County and departmental priorities, policies and procedures.
Interviews, hires, trains and evaluates performance of subordinate staff; monitors deviations from approved budgets in the areas of revenues and expenditures, productivity and performance reporting and recommends corrective measures; participates in the development of the automated financial reporting system; prepares or supervises the preparation of a variety of complex fiscal and management reports and correspondence; performs special studies; may represent the Deputy County Executive Officer at meetings and conferences.

MINIMUM QUALIFICATIONS
MANAGEMENT ANALYST - $79,758.64 - $116,865.42 Annually
Education: Possession of a Bachelors degree from a recognized college, preferably with a major in Business Administration, Public Administration, or other field closely related to the assignment. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Experience: Considerable progressively responsible experience in administrative, budget, personnel, or planning/growth management analysis. Graduate work in public or business administration may be substituted for one year of the required experience on the basis of one year of education being equal to six months of experience.

SENIOR MANAGEMENT ANALYST - $90,098.74 - $142,961.31 Annually

Education: Possession of a bachelor's degree from an accredited college, preferably with a major in business administration, public administration or other closely related field to the assignment. (Additional qualifying experience may substitute for the required education on a year-for-year basis.)

Experience: Extensive experience in an administrative or managerial capacity, which included responsibility for making decisions and recommendations on issues relating to organization, budget, staffing, or other administrative matters closely related to the area of assignment.

PRINCIPAL MANAGEMENT ANALYST - $97,545.08 - $154,827.40 Annually
Experience:

Option I: Extensive experience in an administrative or managerial capacity which included responsibility for making decisions and recommendations on issues relating to organization, budget, staffing or other administrative matters, closely related to the area of assignment.

Option II: Extensive fiscal experience in an administrative or managerial capacity, which included responsibility for financial management, budget preparation and control. (Possession of a Master's degree in accounting, business administration, or a closely related field may substitute for two years of the required experience.)
Education:

Option I: Possession of a Bachelor's degree from a recognized college, preferably with a major in Business Administration, Public Administration or other field closely related to the assignment. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Option II: Possession of a Bachelor's degree from a recognized college with a specialization in accounting (A specialization in accounting is considered to consist of the equivalent to 18 semester or 27 quarter units in accounting coursework.); OR, possession of a valid certificate as a Certified Public Accountant.

Requirements for All Levels:
Experience: At least 2 years of budgeting experience.

License/Certificate: Possession of a valid California Driver's License is required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to 108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    -Annual Leave for Unrepresented Management Attorneys:
    Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
