Treasury Board Secretariat (TBS) is a vibrant and energetic organization, committed to offering challenging opportunities and the advancement of individual leadership skills. We provide policy and financial advice to Treasury Board and Cabinet in constructing the financial budget.

The Opportunity

TBS has an exciting opportunity for an experienced and respected financial professional to fill the role of Manager - GRF Operations. If you are interested in playing a key role in the Government's central budgeting and forecasting operations, gaining experience in a senior financial role and being exposed to the Government's financial decision-making process, this position is for you.

Reporting to the Executive Director - Estimates, the Manager will be responsible to:

  • responsible for the timely and accurate production of Government's annual Estimates book and ensures that all budget decisions are properly reflected;
  • prepare General Revenue Fund (GRF) quarterly forecasts, budget rollups and briefing material which is used by another team to prepare the summary entity forecasts and budgets;
  • perform financial analysis to support budget decisions;
  • provide advice on appropriation issues;
  • oversee the preparation of supply bills and prepare special warrants, and supplementary estimates;
  • liaise with the Legislative Branch of Government to ensure it is represented in the Estimates documents and appropriation processes; and,
  • be a change champion for the implementation of the new Government Enterprise Management (GEM) system demonstrating strong change management skills.

You will have knowledge of:

  • Government of Saskatchewan's annual government budget cycle;
  • government budget and forecasting processes at the GRF and Summary Entity level;
  • Public Sector Accounting Standards;
  • Microsoft Office suite of products with expertise in Excel (macros and pivot tables); and,
  • Government of Saskatchewan's enterprise-wide financial system known as MIDAS.


Typically, the knowledge and experience required for this position would be obtained through the completion of an undergraduate degree in business administration or commerce with an emphasis in accounting or financial management as well as a professional accounting designation. An equivalent combination of education and experience may also be considered.
