The Human Resource (HR) Office serves as a critical component of the College's service areas through administration of recruitment/selection, compensation/benefits, performance management, employee/labor relations, training and development, and employment law compliance. Reporting to the Executive Director, the HR Manager leads the College's ongoing efforts towards employment equity, engagement, and retention. The successful candidate for this role will be able to effectively adjust and adapt to changing work priorities and needs, as well as balance employee focused service with proactive legal compliance. A team of 4 employees directly report to this position for the performance of operational tasks and projects within assigned areas of expertise.

Primary responsibilities include the following:

  • Supervise staff and assure effective performances while building a team responsive to diverse College needs
  • Manage the timely completion College recruitment activities, providing backup to the HR recruiters and/or leading recruitments where appropriate
  • Collect data, maintain records, analyze/compile information, and prepare narratives and statistical reports
  • Collaborate with the Payroll Office to ensure timely compensation/personnel data updates, including the twice monthly audit of compensation documents submitted for processing
  • Serve as the College's lead administrator on the classified Union Management Communication Committee
  • Lead the Prof Development Workgroup, Wellness Committee, and Employee Engagement Committee
  • Coordinate/deliver quarterly employee engagement activities which build community and rapport
  • Manage the College's professional development calendar, ensuring a variety of opportunities by topic/level
  • Develop/deliver quarterly supervisor training related to their responsibilities with hiring, training, conflict resolution, performance evaluations, succession planning, etc.
  • Manage reporting for unemployment, worker's compensation claims, and the Stay At Work Pgm
  • Manage the applicable provisions of negotiated employees' collective bargaining agreements and advise admin/supervisory staff regarding interpretation and application of agreements
  • Advise administrators, supervisory staff, and employees in addressing employee concerns/resolving issues
  • Coordinate the accurate use of all salary programs and pay categories including applicable provisions of the faculty and classified staff collective bargaining agreements, the administrative/exempt compensation plan, and non-permanent employees (NPE) pay schedules.
  • Utilize ongoing cycle of assessment with regards to HR activities to meet College, unit, and employee needs
  • Prepare and/or direct the preparation of a variety of written correspondence, internal and external reports, procedures, and other materials; direct the maintenance of working and official Human Resources files
  • Keep current with laws, trends and technology that may affect Human Resources operations
  • Promote an environment supportive of the College mission and vision
  • Represent department, division or within the College, in the community, in professional organizations, with state boards, commissions and other agencies.

Qualifications

Required Education & Experience:
  • Bachelor's degree OR equivalent education/experience
  • Five (5) years of experience with HR leadership or administration
  • Experience directly supporting diversity, equity, inclusion and accessibility in the workplace

Knowledge Of:
  • Microsoft Office 360 applications such as Sharepoint/OneDrive, Word, Excel, Access, Outlook, etc.
  • ctcLink, PeopleSoft or similar enterprise resource applications
  • Fair Labor Standards Act, Title IX, Equal Employment Opportunity, Americans with Disabilities Act
  • Best practices for effective employee engagement, development, and retention
  • Employment within a collective bargaining environment

Conditions of Employment

Physical Work Environment:
The College is currently providing services in a mixed modality of operations (both online and in-person services are offered). Administrators are assigned to work on campus, noting there may be some opportunities to work remotely based on program or area needs. If authorized for limited remote work, employees will need to provide their own workspace and internet access, noting the College will provide technical equipment and support for online work needs. When working on-campus, this position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus, using the ability to communicate in person or through appropriate means. This position may be required to work weekends and evenings where appropriate or needed.

Terms Of Employment/Salary:
  • This is a full-time administrative/exempt annually contracted position
  • Initial salary placement determined by the College dependent upon education/experience.
  • Hiring of this position is contingent upon available funding as determined by the College President.

PART-TIME FACULTY POSITIONS
A part time faculty member becomes eligible for benefits at the beginning of the second consecutive quarter of half time or more employment at one or more Washington state institutions of higher education. Spring and fall quarters are considered consecutive quarters for benefits eligibility. Half time is determined based on each institution's definition of full time.
A part time faculty member must qualify each quarter they teach to maintain eligibility. Once eligible, part time faculty will be notified of their benefit and retirement options.
