About the Parks and Environment Division:

The Parks and Environment Division manages the work of our outdoor parks, natural areas, trails, specialty gardens, encampments, Park Rangers, security, and more. The division maintains 489 parks and over 6441 acres of green space and natural areas. With over 400 regular employees and a budget of over $70 million annually, Parks and Environment division is a major operation with significant impact on the communities we serve. In addition to our current operations, we also strive to constantly improve the ways we serve Seattle's residents, specifically through implementation of the SPR Strategic Plan, innovation in our approaches to maintaining parks and greenspaces, learning from national best practices and quality standards, and leading with equity.
We are seeking an individual who knows how to lead with equity and be anti-racist, deliver on results while maintaining positive relationships with staff and community, deeply values servant leadership and team building, and has experience managing, training, and resourcing teams.
This position manages the south districts of the Park Resources Unit in the Parks & Environment Division. This position will report to the Parks & Environment Deputy Director.
This leadership position is responsible for managing four Park Resources districts, supervising four crew chiefs and over 140 FTE regular staff that maintain all parks assets and greenspaces in the south and central regions of the city. The Manager 2 will respond to requests from the public, Division Directory and Deputy Director, Parks Department Superintendent's Office, Council Members, and at times the Mayor's Office. They will be responsible for the care and maintenance of Parks assets and greenspaces.

Job Responsibilities

  • Respond to concerns, questions, and requests from both internal (Parks and other city personnel) and external (council representatives, community groups and other citizen inquiries in a timely manner.
  • Represents the division and defuses potentially troublesome issues related to department and division policies and procedures, resolves significant problems and gathers external feedback through facilitating group processes.
  • Regularly coordinates, integrates, and provides leadership for both standing and ad hoc teams in organized problem solving, policy development or service delivery across functional, department, and/or jurisdictional lines.
  • Responsible for its maintenance districts' budgets, work with its Administrative Staff Analyst (ASA) to manage and monitor same; work with the division Finance Manager in exercising sound fiduciary responsibility of its $14+ million-dollar budget, assuring accurate record keeping, expense distribution and revenue recovery as dictated by the annual budget.
  • Lead personnel hiring processes, safety training, employee development, disciplinary review, and other associated personnel issues for its districts' staff; be innovative and work toward climate change initiatives and best business maintenance practices.
  • Lead strategic efforts within the districts and represent the Department at events and meetings. Build community relationships within the districts and play a key role in the overall leadership of the Division as a member of the senior management team.
  • Coordinate programs and activities with the other South Region Resources Manager, City Departments, local and regional community-based agencies, the Seattle School District, and citizen groups in the districts under its responsibility to ensure that programs and activities are equitable and meet the needs of our diverse communities.
  • Develop partnerships and collaborate to maximize resources and program efforts with employees, Advisory Councils, neighborhood associations, businesses, volunteer groups, other community groups, and other City agencies. Maintain a customer service philosophy that is responsive and strives to improve park safety, security, and accessibility.
  • Engage in strategic thinking to analyze and evaluate the present and future division needs.
  • Promote and follow the Parks mission statement, values, and expectations.

Qualifications
Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:

  • A Bachelor's Degree in Parks and Recreation Management, Public or non-profit Administration, Horticulture, Business, or a related field. (Combinations of education, training, and experience will be evaluated on an individual basis for equivalency.
  • At least three years of professional experience in any of the above fields including at least two years of experience managing a large section or division related to the duties outlined above in a large multi-level public sector organization facilitating diverse groups and interests. Combinations of education, training, and experience will be evaluated on an individual basis for equivalency.

Additional Information
Desired Qualifications:
  • Experience managing expense and revenue budgets and developing budget reports.
  • Proven track record of working positively with community, elected officials, and advocacy groups; excellent skills at developing, collaborating, and maintaining partnerships; ability to be flexible and comfortable with community, elected officials, advocacy groups, and making public presentations.
  • Experience leading personnel hiring processes, safety training, employee development disciplinary review, and other associated personnel issues for its district's staff
  • Experience coordinating programs and activities with stakeholders to ensure that programs and activities are equitable and meet the needs of diverse communities
  • Experience leading strategic efforts and representing departments at events and meetings as a member of a senior management team.
