The Audit Manager is responsible for overseeing and executing financial audits within Dakota County. They lead a team of audit staff, develop and implement audit plans, assess financial risks, and ensure compliance with government regulations and accounting standards. This role involves conducting audits of financial statements, identifying and addressing financial issues, and investigating potential fraud, waste, and abuse. Additionally, they prepare detailed audit reports, communicate findings to stakeholders, and recommend improvements to financial processes and controls. This position is responsible for directing, managing and monitoring the annual comprehensive financial report for Dakota County.

Oversee a team of financial staff, providing guidance, training, and performance evaluations Serve as the main point of contact for County audit. Develop and implement annual audit plans based on risk assessments and organizational priorities. Assign audit tasks, review work papers, and evaluate staff performance. Direct, develop, manage and monitor the Annual Comprehensive Financial Report for Dakota County including working with all departments on financial statements; establishing guidelines and requirements for completion; reviewing, approving and monitoring expenditures and revenues across the county; identifying and resolving problems to ensure the presentation of accurate and complete information consistent with state and federal law and county board policy and the distribution of resources to adequately meet legal mandates and good management practices. Present financial reports and audit results to senior leadership. Plan and execute financial, compliance, performance, and operational audits in accordance with professional standards. Conduct fieldwork, including interviews, data analysis, and document reviews. Monitor the implementation of audit recommendations and follow up on corrective actions. Act as the accounting lead for the County by overseeing finance related activities; participate as a member of the Finance management team by providing guidance on formulating policy and financial decisions. Participate in the overall management of major system development and implementation for county-wide systems. In collaboration with the Budget Manager, assist county departments with financial and budgetary needs Perform other financial and managerial duties as assigned. ESSENTIAL JOB FUNCTIONS: Duties 1-6 are essential functions.

Minimum Qualifications
- Bachelor's degree in business, or a related field AND
- Five years of experience in auditing, finance or accounting and at least two years of experience supervising staff.
- An equivalent combination of education and experience (9 years).
PREFERRED EXPERIENCE BEYOND MINIMUM QUALIFICATIONS:
- CPA licensure or CIA certification
- Certified Government Finance Officer
- Public Sector (Governmental) auditing experience
