Position Overview:

The Manager, Community Development will play a leadership role in developing, executing, and evaluating programs and services that support the City's efforts to build a strong, resilient, and inclusive community. Reporting to the Senior Manager, Community Support Services, the Manager of Community Development will oversee programs and services supporting social issues within the City of Saint John. This role requires a balance between bold strategic planning, ongoing community partnerships, and service development to support social issues. These responsibilities include supporting innovative community centric program and service delivery designs, ongoing community partnerships and working collaboratively with all levels of government, partners, and the community sector in building the City of Saint John's Community Development Portfolio. The vision for belonging is shaped through broad-based community strategies, including Saint John's municipal plan, immigration and population growth strategies, the City's Strategic Plan, Parks and Recreation Strategic Plan, neighborhood plans and quality of life initiatives.

Key Responsibilities:

Support and collaborate with the Growth & Community Services Teams in response to social issues supporting the City's priority of Grow and Belong: to integrate all residents into the social, cultural, community, and economic development of Saint John.

Build capacity within the corporation and community in response to emerging social issues establishing more equitable, inclusive, and diverse communities:
Foster community-based engagement models and partnerships to deliver a community development model of service delivery.
Lead cross-departmental initiatives as well as community, private sector, and government partners in support of the Corporate Work Plan.
Manage staff, clearly communicating staff responsibilities and functions, and set appropriate performance standards.

Strategic planning within the division, department, municipal government, and the community, to advance exceptional community services to residents:
Develop policies and protocols to improve outcomes for the most marginalized and vulnerable community members.
Report regularly to senior staff, the City's Growth Committee and Common Council on community services efforts and outcomes.
Collaborate with the Growth & Community Services teams, committees, community-led initiatives, and groups.

Lead the planning and development of safe and effective community-based programs, and services: Ensure service programming meets the needs of the community and the expectations of the strategic plan.
Work collaboratively with all levels of government, partners and community championing shelter opportunities and the transition to more stable and safe housing options for community members.
Support the Senior Manager, Growth, Community Support Services, by providing insight, guidance and support and acting on their behalf as appropriate.

Essential Qualifications:

Education:

Degree in a community development, public administration, or related discipline; graduate level considered an asset.

Experience:

Minimum five years of relevant work experience in the areas of community development.

Familiarity with local government, the Saint John economy, as well as regional and provincial economic and demographic trends.

Experience leading initiatives in partnership with various perspectives and cultures. Proficiency with Microsoft Office (Word, Excel, PowerPoint, and Outlook).

Strong communication skills both written and oral.

Position involves variable hours, including evenings and weekends, and may require travel.
