Adult Services Manager - Community Inclusion

The Burnaby Association for Community Inclusion (BACI) has been supporting people with disabilities for decades. We've learned a lot over those years, and our learning has shaped the evolution of our services, our advocacy efforts, and the way we help build inclusive communities. The Manager roleat BACI is central to ensuring the development and delivery of quality services, sustaining effective partnerships with the families, and building communities where everyone belongs. BACI has created an opportunity that will focus on the revisioning, development and delivery of a constellation of community inclusion services.

Relationships and Accountabilities

Membership on the Management Team requires a demonstrated commitment to developing and maintaining positive and functional relationships with the other team members as evidenced through active participation, respectful collaboration, strategic decision making, confidentiality and cohesive leadership.

A leadership role within the organization requires the demonstrated ability to build trusting and effective relationships with those receiving service and their families as evidenced through the implementation of the organization's person centred and family driven values policies and practices.

Management of a service areas requires the demonstrated ability to articulate the organization's strategic vision to the staff, plan and implement actions designed to support staff to further the strategic vision on a day to basis and direct and monitor staff's performance.

Representation of the organization to the broader community requires the demonstrated ability to communicate effectively and build positive relationships with funders, regulatory bodies, business partners, government, advocacy groups and co-service providers.

Managers are required to demonstrate their accountability to each of the key deliverables of their position to the identified Senior Manager of the organization.

Strategic Leadership

Demonstrated ability to:
  • Implement practices that are consistent with policy and are inspired by the organization's vision, mission and mandate.
  • Initiate and lead informal and formal service evaluation and service improvement schemes at the personal, and service area level consistent with organization policy and procedure.
  • Participate with the Management Team, Senior Managers, Co-Chief Executive Officers and Board of Directors in Strategic Planning.
  • Develop and implement service area action plans associated with strategic planning and monitor and evaluate the effectiveness of those plans.
  • Identify the needs and expectations of existing and new service recipients and their families and work collaboratively with internal and external stakeholders to develop new services or new approaches to service to meet their needs.
  • Identify problems, seek solutions and implement effective remedy schemes.
  • Make, implement and communicate decisions effectively, within approved scope of authority, both on a day-to-day basis and during times of crisis.
  • Understand of the landscape of the community living movement and the ability to identify trends, anticipate opportunity and form partnerships to advance the organizations vision, mission and mandate.

Management Functions

Finance

In collaboration with the Senior Manager and Chief Financial Officer contribute to the preparation of annual operating budgets for the service area in accordance with set guidelines that meet with the approval of the Co-Chief Executive Officers.

Demonstrate responsibility for and administer the service areas operating and capital budgets, ensuring that all components of the service area are financially accountable.

Demonstrate responsibility for management of all the service area's contracts for service.

Human Resources

In collaboration with the Department Senior Manager, Senior Manager of Human Resources and Senior Manager of Quality Assurance, and consistent with policy and procedure, demonstrate responsibility for all aspects of the service area's human resource practice, including staff recruitment, selection, hiring, supervision, performance evaluation and management.

Demonstrate the ability to develop clearly defined and delegated roles and responsibilities and authorities for human resource management with service area Coordinators and Supervisors and establish effective monitoring and evaluation systems.

Demonstrate the ability to communicate effectively with Senior Managers, other departmental Managers, Coordinators and supervisors through, for example, regular program team meetings, program action planning, goal setting etc.

Property Maintenance
  • Implement and maintain systems to ensure the physical maintenance of all service area premises meet internal and external standards as demonstrated through regular inspections.
  • Implement and maintain systems to ensure that all health and safety regulations both internal and external are met.

Qualifications:

Education and Experience
  • Bachelor level degree related to position purpose. (Equivalence of education and experience may be accepted)
  • Minimum 5 years working in a community setting with adults, youth and children with disabilities.
  • Minimum 2 years in a leadership role within a social service setting.

Skills and Abilities
  • Superior ability to communicate effectively both verbally and in writing.
  • Ability to work independently and as part of a team
  • Experience in budget preparation and in exercising financial control.
  • Experience and commitment to the provision of individualized support to people with disabilities and their families.

Accountability:

This position is accountable to the identified Senior Manager or their delegate. Accountability will be documented at least annually through performance appraisals. There is a six-month probationary period upon hire.

Compensation:

As a salaried position compensation is considered to be the total of annual salary, health benefits and employment perquisites including but not limited to, vacation, vehicle allowance, sick time, professional development, and travel allotment.

Salary range: $82,000.00 to $86,000.00 annually

Compensation will be reviewed annually by the CEO as part of the annual performance appraisal process.
