Job Summary
Reporting to the Director, Facility Operations, the Manager, as a leader and member of the Facility Operations Team, is responsible and accountable for co-ordinating and directing Facility Operations (Power Plant and Maintenance) in accordance with current standards of practice. The key function of this role is to develop, establish, organize and implement the activities of the Facility Operations team to provide a safe and efficient environment for hospital staff, patients, and public support.
The Manager, Facility Operations, will be the positive change agent who will work closely with all levels of management, staff and external stakeholders to identify and mitigate risk. The Manager, Facility Operations will lead the team in implementing customer-focussed services, including managing financial and human resources accountabilities.
Primary Responsibilities
Leadership/ Administrative
Facilitates the planning and implementation of maintenance to accomplish annual goals and objectives consistent with the vision of Southlake Regional Health Centre.
Assists in development of policies and procedures to ensure that the department functions in accordance with federal and provincial regulations and professional standards governing the operation of a hospital Facility Operations Department.
Ensures the maintenance of records as required by law.
Facilitates continuous quality improvement initiatives.
Facilitates changes in the delivery of Maintenance Services, which are recommended by new accreditation standards.
Oversees computer applications in Microsoft Office, ESI, and Computerized Maintenance Management System (CMMS).
Facilitate the changes and enhancements associated with work redesign within the department
Ensure that records are up to date regarding all Maintenance activities.
Voluntary management support during off hours to a variety of hospital departments
Facilitates changes within the department to enhance delivery of service
Involved in various projects and committees throughout the facility including: Joint Health & Safety Committee
Interaction with hospital wide staff and Management to ensure Maintenance is providing a quality service.
Provide support for the scheduling and implementation of shut-downs of all Facilities related systems as required.
Human Resources Management
Recruits, hires, evaluate disciplines and terminates staff.
Ensures new staff is oriented to the department and organization.
Establishes performance expectations, both individual and team, and completes appraisals regarding these expectations.
Ensures staff scheduling, work assignments, payroll functions and attendance management are carried out.
Facilitates professional development/training opportunities.
Ensures a safe working environment for staff.
Operate within the guidelines as determined by the SEIU Collective Agreement.
Offer support regarding various union issues when requested.
Collects/submits workload statistics.
Demonstrates understanding and complies with patient and staff safety policies and procedures that foster a safe and inclusive environment for all.
Demonstrates leadership competencies that are consistent with the position level
Demonstrates behaviors consistent with Southlake Regional Service Excellence Standards
Partners with Human Resources on employee matters (e.g., Employee and Labour Relations, Union, Performance Management, etc.).
Ensures onboarding of new staff is completed
Collects/submits workload statistics.
Performs other duties consistent with the job classification, as required.
Financial
Responsible for ensure budgets do not exceed targets, monitors/approves purchases associated within the designated portions of the budgets assigned, including supplies, hospital wide maintenance, outside contractors, utilities etc.
Elicit pricing from contracted services for various minor projects and develop cost analysis for these projects.
Utilize the Plexxus system to generate purchase orders and authorization of payments to contractors and vendors.
Participates in hospital contracts (Boiler and chiller PM services, fire alarm servicing, etc.) and hospital capital purchases.
Develop proposals for capital requests
Leads the development of annual operating budgets including salaries, wages, and contracted services etc.
Technical
Ensure the provision of continuous services to the Hospital to include HVAC, water systems, electrical services, fire alarm and firefighting systems, and auxiliary systems including the pneumatic tube system, nurse call, access control, paging system, etc.
Develop and implement an effective computerized maintenance management system.
Receive, prioritize, and coordinate the completion of maintenance work requisitions from all departments to ensure services are satisfactorily supplied to all areas of the Hospital.
Assist or leads the coordination of major projects directly or under the direction of the Director, Facility Operations
Schedule and coordinate projects to maintain or enhance utility services to the Hospital.
Directly or in conjunction with the Director, Facility Operations develop plans and scheduling for projects both internally and with utilization of external contracted services (electrical, mechanical, painting projects, etc.)
Performs cross-functional duties, as assigned or requested.
Performs other duties consistent with the job classification, as required.
Skills & Abilities
Minimum 5 years technical experience in a hospital environment
Minimum 5 years building system experience in a hospital environment
Minimum 5 years supervisory experience
Demonstrated ability in interpersonal, communication, diplomacy, coaching, facilitation and team building skills.
Demonstrated mechanical/electrical/technical background
Demonstrated Knowledge of accounting
Demonstrated Knowledge of Computerized Maintenance Management Systems
Demonstrated Knowledge of Facility Related Software Applications

Qualifications
Must be a professional engineer certified to practice in Ontario (P.Eng.) or an architectural or engineering technologist or possess a valid trades licence in electrical, mechanical, plumbing or a 3rd Class Stationary Engineer with equivalent experience
P.Eng. (Ontario) preferred
Professional Project Manager (PMP) with the Project Management Institute preferred
CHES (Canadian Healthcare Engineering Society) an asset
BOMA (Building Owners and Managers Association Canada) an asset
ASHE (American Society for Healthcare Engineering of the American Hospital Association) an asset
