About Us

The Ministry of Energy and Resources (ER) develops, coordinates, and implements policies and programs to promote the growth and responsible development of Saskatchewan's natural resource industries. ER operates as the primary regulatory authority for the oil and gas industry and ensures competitive royalty systems, regulations and policies for all natural resource sectors. ER also plays an integral role in promoting Saskatchewan's diverse resource potential to investors around the world.

The Revenue and Financial Services Branch provides executive direction and centrally managed services in the areas of financial management and administration, and other operational services that include accommodations required for the delivery of the ER mandate. The Branch also administers the revenue associated with mineral right holders and non-renewable resources.

The Opportunity

The Revenue and Financial Services Branch is seeking a highly motivated, service-oriented and committed leader for the position of Manager, Financial Planning.

Reporting to the Director, your responsibilities will include:

  • Providing advice on program management on all aspects of financial planning, management, reporting, and analysis;
  • Preparation and submission of monthly expense and quarterly revenue forecasts, capital and FTE forecasting;
  • Work closely with program areas to identify ways to improve the forecasting process;
  • Support the preparation of budget development and submissions; and,
  • Support the preparation of the annual tabled financial statements for the two Institutional Control Funds and the Oil and Gas Orphan Fund.


The ideal candidate will have:

  • Knowledge of government, financial and budgetary processes and policies;
  • Strong conceptual and collaborative problem-solving and relationship building skills;
  • Flexible and adaptable to changing work priorities and undertaking different work to expand and further support the portfolio of work; and,
  • The ability to facilitate and negotiate solutions to complex issues among a diverse range of individuals.


Typically, the knowledge and abilities required to achieve the above is obtained through completion of a post-secondary degree in Business Administration (Finance/Accounting) or Commerce, combined with advanced Excel skills. An equivalent combination of education and experience will also be considered.
