TITLE: Manager of Central Registration

SUMMARY DESCRIPTION OF CLASSIFICATION:
An integral part of the East Hartford Public School's team. The Central Registrar coordinates, plans, and implements enrollment, registration, and record management functions by advising and providing training to school level registration personnel. Ensures consistency in records management, registration and enrollment practices across all EHPS schools. Must have knowledge of Federal, State, and District laws, policies, procedures, and best practices regarding school choice, enrollment and registration. Provides assistance with coordination and application of procedures for enrollment, and registration including reporting requirements at each school

KNOWLEDGE, SKILLS, AND ABILITIES: Effective communication skills required - including written, verbal and conflict resolution proficiency; ability to work with parents, school staff, and state and community agencies; strong organizational skills and effective problem solving skills; ability to work independently and collaboratively; managerial skills, including the ability to plan and organize program components, implementing policies and procedures, develop program priorities, and monitor program budget; demonstrated ability to supervise and evaluate employees; ability to effectively use technology platforms such Microsoft Office, Google products, Powerschool, and InfoSnap; such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.

EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree preferred but not required; Bilingual in English and Spanish, spoken and written, strongly preferred.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job
JOB GOAL: To coordinate the efficient operation of the district's Central Registration program and mail carrying services.

SPECIAL REQUIREMENTS: Ability to work flexible hours including some evening and occasional weekend work 12 months of the year.

EXAMPLES OF PERFORMANCE DUTIES AND RESPONSIBILITIES:
  • Coordinate and direct the district's Central Registration functions (including the district's Community Eligibility Provision (CEP) Program and the Free and Reduced Lunch Program).
  • Direct, monitor, supervise and evaluate the work and performance of personnel involved in the administration of the district's Central Registration functions and the mail carrier.
  • Liaison for Transportation and Residency departments with regard to registration.
  • Coordinate with the Human Resources Department in hiring of personnel to carry out the district's Central Registration functions and make recommendations regarding such hiring decisions.
  • Collaborates with the Superintendent and the Office of Family and Community Partnerships in the planning for kindergarten orientation/registration.
  • Evaluate the staffing needs (sub secretaries, security and nursing) for the peak registration months and plan accordingly with appropriate departments.
  • Assume responsibility for ordering office supplies and the necessary special order for cumulative folders through the EHPS purchasing policies.
  • Conduct staff meetings and coordinate training as needed.
  • Diffuse conflicts with parents both in the office and on the phone and respond appropriately.
  • Establish effective working relationships with appropriate staff including principals, secretaries, district level administration and the State.
  • Oversight of homeschooling and tracking documentation
  • Ensure compliance with State requirements for the CEP, Free & Reduced Meal Program.
  • Chair the Enrollment, Process & Review Team, to ensure at least bi-monthly meetings to reconcile issues pertaining to registration, transportation, residency, and McKinney-Vento.
  • Oversee all aspects of the Public-School Information System (PSIS) and ensure coordination with student information system (PowerSchool).
  • Certify data exceptions and collections
  • Manage the uniform assistance program including the processing of all applications, updating application forms as appropriate, and handling all uniform questions and issues.

EVALUATION: Performance of this job will be evaluated in accordance with provisions of the Board's policy for non-certified staff.

TERMS OF EMPLOYMENT: At will, 12 months Local 818.
