Overview
Responsible for overseeing and handling employment processes and employee relations activities through the College's recruitment and onboarding system including all hiring, recruiting, onboarding, retention, termination activity, and providing support to supervisors on performance and issue resolution. Administer staff recognition programs and events throughout the year.

Duties and Responsibilities
ESSENTIAL DUTIES:
  • Consult with hiring managers to identify and recruit a qualified, diversified workforce in all areas of the College and ensure the implementation and maintenance of a welcoming, respectful work environment. Responsible for overseeing and coordinating all employment activities for administrative and support staff, develop recruitment plans to establish strategies for Human Resources to expand recruiting outreach; manage the maintenance and oversight of the College's applicant tracking system and onboarding modules. Coach and guide hiring managers about best practices and use of the Applicant Tracking System including creating recruitment plans and innovative hiring strategies to fill hard to fill positions. Provide periodic training of the applicant tracking system to managers. Coordinate verbal employment offers with hiring supervisors, background checks, and send e-offers. Ensure I-9's are completed for all new employees and ensure appropriate VISAs for non-residents are appropriate and effective to allow work in the United States, employment data entry, processing of new hire paperwork (Personnel Action Forms), and W-4's. Assist with employment onboarding for faculty. Handle the offboarding communication and data collection of exit interviews. Manage the monthly open-position reports. Ensure written business processes are maintained for employment activities. (50%)
  • Oversee the completion and collection of both three-month and six-month probationary reviews for new employees. Review and analyze work functions, duties and responsibilities listed on job descriptions to evaluate staff capabilities. (10%)
  • Provide counsel and assistance to supervisors and employees on problem or conflict analysis, intervention, and resolution to resolve employee relations or performance problems. (10%)
  • Manage the overall unemployment process and claims, fraudulent claims, Department of Labor and Training (DLT) requests for information, state hire reports, and unemployment hearings; manage payment to staff temp agencies; manage the Occupational Employment Wage and Statistical Report. (10%)
  • Administer the staff recognition programs (e.g. Spotlight and Torchbearer), service award program, annual barbecue, and an annual retirement party. In partnership with the HR team, contribute key information for the HR newsletter. (15%)
  • Provide supervisory oversight and direction to the Employment Coordinator. Review policies and procedures to ensure consistency with the application of state and federal regulations. (5%)


  • MARGINAL DUTIES:
  • Maintain the employment related content pages on department intranet website.
  • May participate as the Human Resource representative on campus committees.
  • Perform all other duties as may be required.

  • Education and Experience
    EDUCATION AND EXPERIENCE REQUIRED:
    • Bachelor's degree from an accredited institution in a related field; master's preferred.
    • Three to five years of Human Resource experience or an equivalent combination of education and experience.
    • At least one year of supervisory experience.
    • A highly organized individual with attention to detail.
    • Strong familiarity with Applicant Tracking systems with an appreciation for written processes.
    • Excellent verbal and written skills required with general human resources knowledge of employment/employee relation issues.
    • Experience with administering employee events with key focus to details and timeliness.
    • Strong proficiency with Microsoft applications (Word, Excel, Powerpoint), spreadsheet application, and developing data reports.
    • Familiarity with NEOED and Banner a plus.
