Job Description:

ESSENTIAL FUNCTIONS

The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:

Hires, trains, develops, motivates, supervises, and evaluates work of assigned personnel. Ensures work is performed to organizational standards.

Manages the repair, service, preventative maintenance, collision repair and painting of transit coaches and support vehicles. Resolves problems related to equipment maintenance and major and minor component rebuilding and repair.

Plans, schedules, and maintains daily work assignments to ensure efficient utilization of personnel, coaches, and equipment.

Supervises the daily service and cleaning, and major cleans of transit coaches and support vehicles.

Plans, schedules, and manages the various vehicle campaign projects.

Ensures that all equipment and support equipment are in safe operating condition.

Manages various maintenance contracts.

Establishes maintenance standards for all vehicle maintenance personnel. Reviews work for accurate completion to meet the needs of the agency and productivity standards.

Prepares shop work orders, equipment service invoices, and routine personnel records. Monitors requisitions for supplies, materials, and parts in accordance with the needs of the agency.

Monitors road calls, radio calls, and vehicle condition reports (EAM Service Requests), and trends. Advises resolutions for problem areas.

Monitors compliance with federal and state rules and regulations and monitors contract compliance with outside contractors performing vehicle maintenance.

Maintains records of maintenance labor time and ensures the proper efficient completion of all repair orders.

Maintains warranty records on all vehicles and equipment.

Maintains up-to-date information on the agency's vehicle fleet.

Oversees the maintenance safety program. Ensures that all transit coaches, support vehicles, facilities and equipment are in safe operating condition. Ensures safe operation and use of all shop and facility maintenance equipment, safety and shop policies are adhered to, and work areas are properly maintained and free of hazards.

Monitors the Maintenance Plan and Transit Asset Management Plan to ensure compliance with Federal Transit Administration rules and regulations.

Assists in the preparation of vehicle and equipment specifications.

Works with operations' personnel in evaluating the cause of accidents or incidents affecting the agency's employees, vehicles, or equipment. Evaluates information and cost estimates pertaining to accidents and physical damage and makes recommendations for repair, discipline, etc.

Investigates and resolves maintenance related complaints received from customers, general public, employees, or operators relating to vehicle maintenance, performance, and cleanliness in a timely manner.

Corresponds and interacts with labor union to administer working agreement and enhance employer/union relations. Assists in the preparation and negotiation of labor agreements.

Assists Director of Maintenance with preparing and monitoring the annual budget. Reviews and approves expenditures of significant budgeted funds for the department, and researches and prepares recommendations for organization-wide budget expenditures.

Researches, plans, coordinates, and monitors a large variety of special projects.

Works closely with all divisions of the Maintenance Department (Inventory, Facilities Maintenance) as well as outside sources for labor and services.

As needed, provides technical research, and applies engineering principles to assist Original Equipment Manufacturer (OEM) and subsystem component manufacturers in the resolution of defects and design problems.

Prepares and maintains legible, concise, and understandable reports. Maintains and oversees all maintenance records for accuracy.

OTHER FUNCTIONS

Works with Snow Coordinator during adverse weather events.

May serve as agency Breath Alcohol Technician.

Serves as appointed member of Safety Committee, Management Council, and other committees as appropriate.

Assists the Assistant Manager of Maintenance Training in training employees to meet the training guidelines in accordance with C-TRAN policy and the Department of Labor and Industries standards. Assists in training employees on chemical hazards in compliance with federal and state chemical hazard communication programs, and the safe operation and use of all shop and facility maintenance equipment.

Performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

State and federal safety and hazard communications requirements.

Federal Transit Administration rules and regulations.

Skills:

Project management skills and experience.

Excellent verbal and written communication skills required in order to explain complex information in a clear, concise manner.

Familiarity and experience with computerized applications relative to areas of responsibility is desirable.

Mathematical ability to accurately complete required reports and monitor department budget.

Ability to:

Work effectively with all levels of staff and vendors with varying levels of expertise.

Plan, assign, and delegate the work of subordinates.

Exhibit tact and diplomacy to achieve desired results.

Work effectively under extreme pressure to resolve a wide variety of work-related issues.

Maintain confidentiality.

EDUCATION AND EXPERIENCE

Bachelor's degree or equivalent from a recognized technical trade school, college, or university with major course work in automotive repair, maintenance or other related field.

Position related certifications and/or an additional four (4) years of work experience may be substituted for education requirement.

Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Requires five (5) to seven (7) years' progressively responsible experience to demonstrate a complete competency in job specific principles and practices; with supervisory experience, thorough knowledge of transit management, and at least five (5) years' journey level experience in the repair and maintenance of heavy-duty diesel equipment.

WORKING CONDITIONS

Responsibilities of position may result in exposure to environmental influences (beyond normal office environment) such as poor ventilation and illumination, loud noises, adverse weather conditions, and heavy congestion; exposure to accidents or health hazards on the job which includes working with chemicals, operating equipment/machinery, and exposure to infectious diseases; and frequent abrupt and unexpected changes in work assignments, goals, and deadlines.

ADDITIONAL REQUIREMENTS

Regular, dependable attendance is required.

Must possess a valid driver's license from the state of residence and maintain a good driving record. A commercial driver's license will be required within a specified time frame, determined by the Director of Maintenance, to maintain this position.

Must be able to comply with C-TRAN's nonsmoking policy and function in a nonsmoking work environment.

Must promote and model safety within the department and agency wide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assist in safety training documentation, and certification record keeping.

This is a safety sensitive position subject to Federal Transit Administration (FTA) Drug and Alcohol Testing Regulations.
