Reports To:

Job Goal:

To plan, administer, and supervise the operations of the Human Resources Department of the Paramus Public Schools.

Qualifications:

  • Bachelor's Degree
  • Minimum of three years' experience in human resources
  • Knowledge of New Jersey Administrative Code and State Regulations pertaining to tenure, seniority, and school personnel matters.
  • Knowledge of requirements and credentials for various NJ certifications.
  • Familiarity with the contracts on behalf of the four bargaining units.


  • Performance Responsibilities:

    Primary
  • Oversees the development and updating of recruitment efforts to meet district needs and appeal to a wide range of diverse candidates.
  • Consistently assesses existing and anticipated district personnel needs and develops/implements a proactive approach to ensuring those needs are met.
  • Develops and implements initiatives designed to hire the most qualified candidates while achieving diversity among staff reflective of the student/community population.
  • Oversees the development and implementation of personnel-related procedures and practices, ensuring that applicable personnel and supervising personnel are aware of and compliant with such procedures.
  • Oversees, maintains, and ensures compliance with the evaluation process for all staffing groups.
  • Acts as a consultant for all personnel-related matters.
  • Serves as a resource during staff negotiations, particularly in relation to procurement of requested data and records.
  • Oversees the administration of collective bargaining agreements, including ensuring the appropriate supervising personnel are aware of their responsibilities with CBAs.
  • Ensures consistency and accountability in the maintenance and monitoring of personnel records.
  • Maintains and consistently reviews all job descriptions, including recommending updates as needed.
  • Develops and implements procedures for personnel-related action items on Board agendas.
  • Oversees the development and issuance of employment contracts to ensure consistency, accuracy, and timeliness.
  • Ensures that all personnel procedures, seniority lists, policies and practices are in conformity with current legal requirements.
  • Ensures that all extra-compensation contracts/agreements are made in accordance with appropriate policy and procedures.
  • Administers the district's substitute employee program, which includes employment, assignment, and evaluation processes.
  • Functions as a member of the District's Affirmative Action Team.
  • Oversees the development of staff calendars following approval of the annual school calendar and in alignment with district needs and collective bargaining agreements.
  • Provides oversight of and accountability for graduate course enrollments and eligibility.
  • Serve as a liaison for all grievance-related procedures.
  • Collaborates with relevant district personnel on the development and implementation of staff orientation and mentor training programs.

  • Salary:

    Salary to be determined by the Board upon the recommendation of the Superintendent of Schools.
