SALARY: The salary range for this position is $96,010.56 to $150,924.68. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.

The Office of Management and Administrative Services, Support Services Division is seeking a dedicated and dynamic individual committed to quality service, with strong leadership, managerial, communication and writing skills to serve as the statewide Manager of Language Services (Court Executive 2a).
Under the direction of the Assistant Director for Support Services and Chief of Program and Procedures, the Manager of Language Services is responsible for language services operations statewide, including providing support to judges, Operations Division Managers, Vicinage Coordinators of Interpreter Services, Staff Interpreters, and other staff. The Manager of Language Services develops and implements strategic plans, policies and initiatives relating to language services for the Supreme Court of New Jersey and Administrative Director of the Courts. This position ensures that interpreting and language access procedures comply with the United States and New Jersey Constitutions, New Jersey Statutes, Rules of Court, and Judiciary policies. The Manager of Language Services staffs the Language Access Advisory Committee and other relevant committees and working groups as needed. The selected individual will also communicate with the National Center for State Courts Center and other national groups regarding language services and interpreting.
REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Example of Duties

  • Lead, manage, mentor, and elevate team of Central Office Language Services Section staff.
  • Develop and implement strategic plans, policies, initiatives, and technical supports relating to statewide language services.
  • In collaboration with the Chief of Programs & Procedures and Administrative Supervisor 3, serve as primary language access trainer for language services training and oversee educational offerings for internal and external interpreters.
  • Manage and mentor statewide spoken language interpreters and Administrative Supervisor 3.
  • Provide high-level oversight of the language testing program and review of the associated data to make determinations for future needs.
  • Lead or co-lead language services initiatives at the direction of the Supreme Court of New Jersey and/or Administrative Director of the Courts.
  • Facilitate upgrades to the interpreting information system and associated reports.
  • Conduct analysis of statistics, prepare reports, and make data driven recommendations to organizational leadership.
  • Provide clear directions to staff; including guidance, and milestones and timelines for deliverables in the Language Services Section.
  • Draft statewide policy and procedure memos in a concise, well-written, and informative manner.
  • Respond timely and completely to requests for assistance from Central Office and vicinage staff.
  • Work collaboratively and diplomatically with the Central Office units and judges, court executives, and staff in the vicinages.
  • Serve as a subject matter expert and contact for language services internal and external stakeholders.
  • Staff to the Language Access Advisory Committee and visitation program; facilitate updates to the Language Access Plan as a result of best practices and findings during visitations. Review vicinage compliance with the Language Access Plan, and work with the stakeholders to develop new and updated standards.
  • Respond to complaints regarding language services and offer practical solutions where appropriate.
  • Participate in the Operations Committee as needed.
  • Work from 8:30am to 4:30pm to match the core hours of business of the vicinages.

Regular and predictable physical presence at the worksite is an essential function of this position.
Qualifications
Graduation from an accredited college or university with a bachelor's degree and five years of professional administrative and/or program management experience; three of which shall have included responsibility for program development and/or implementation and the achievement of program goals.

Substitution: Applicants who do not possess the required education may substitute additional professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional professional experience may be substituted for the required bachelor's degree. A master's degree may be substituted for one year of experience as indicated above -OR- a law degree may be substituted for two years of experience as indicated above.

Supplemental Information
Driver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
