General Summary
Under general supervision, the Manager of Payroll supervises and administers the activities of payroll administration, ensures the timely completion of the payroll process for both weekly and bi-weekly payrolls.
Duties and Responsibilities
Payroll Administration
- Supervises payroll staff in the preparation of union, in accordance with labor agreements, and non-union payroll to be submitted to outside payroll vender ensuring that payments and deductions are correct.
- Monitors, advises and directs work of the Data Payroll Technician and Payroll Clerks.
- Oversees preparation of weekly and bi-weekly payrolls to ensure timely completion of payroll cycle and accurate input data.
- Oversees the maintenance of vacation, sick and personal leave banks to ensure accuracy of recording and payment for time accrued.
- Audits and submits the monthly MERS wage report per the specifications of the registered retirement plan.
- Reviews personnel change report for accuracy and timeliness.
- Oversees the maintenance of payroll records, logs and files in accordance with Authority policy, union contracts and State and Federal laws and regulations.
- Demonstrates continuous efforts to improve operations, decrease turnaround times and streamline work processes; works cooperatively and jointly with Human Resources. Oversees processing of payroll check exceptions and court ordered deductions.
- Supervises and coordinates fiscal and calendar year-end processing of payroll including supplemental payrolls, W-2's and other tax forms and government required documentation.
- Provides written and/or verbal communication with employees in regards to paychecks, deductions, taxes and earnings.
- Provides effective and efficient resolution to payroll related issues and concerns utilizing outstanding servicing methods and protocols.
- Works effectively with management to improve existing policies; makes suggestions for change and/or improvements.
- Pre-audits payroll data in the payroll system as to accuracy, validity and propriety.
- Prepares and updates payroll related reports as needed for annual budget preparation.
- Assists auditors during audit process; provides documents, reports and other payroll-related records upon request. Answers questions regarding information and/or procedural changes recommended by auditors.
- Monitors federal, state and local wage and hour laws and regulations to ensure that the payroll is in compliance with current regulations.
- Meets with outside payroll vendor representative to review updates on system changes and enhancements.
- Investigates and responds to questions/problems referred by payroll staff and employees.
- Reviews monthly payroll related journal entries made by staff.
- Reviews and approve year end payroll related work papers for the annual audit.
Knowledge, Skills and Abilities
- Bachelor's degree in Accounting, Business Administration or related field.
- Five years of progressively responsible experience in accounting, and payroll administration. Three years of supervisory or lead experience preferred.
- Experience with computers and accounting software.
- An equivalent combination of education and experience may be substituted for minimum requirements.
- Proficient in the use of Windows-based MS Word and MS Excel applications.
- Effective written and verbal communication skills.
