Position Summary

The Manager of Security Operations will manage a diverse group of network security engineers responsible for implementing security designs, compliance and operation of network security infrastructure and processes for Information Technology and Operations Technology (IT/OT/SCADA) environments. This individual leads the team to bring resolution of complex network security issues that arise across Oncor networks and environments and is the subject matter expert on multiple security technologies.

This position is also accountable for effectively contributing to projects and delivering objectives and engineering technical solutions that meet the needs of Oncor while following industry standards. This role is expected to keep abreast of the changing security landscape including evolving threats, regulations and technologies.

Key Responsibilities:
  • Design, develop and maintain connectivity and security of systems to ensure the optimal and stable operation of Oncor security infrastructure across IT and OT environments.
  • Develop and maintain configuration and optimization of new and existing security infrastructure, tools and processes.
  • Lead, oversees and coordinates onshore/offshore Network Security Operations resources that support various network security infrastructure such as firewalls, Virtual Private Networks (VPN), Network Access Control (NAC) devices and associated tool sets that help monitor and control Oncor's network.
  • Develop and maintain business testing plans to meet the requirements of Texas Regulators (as required).
  • Responsible for managing the stability, availability and change management implementation of all security related changes following appropriate change management and control procedures.
  • Coordinate activities with IT groups and provide leadership and advisory on security best practices across the enterprise participating in events around cyber awareness and various security discussions with teams across Oncor.
  • Manage resources and processes responsible for designing, developing, analyzing, and archiving data used to measure, monitor, track, and report results of System Integration.
  • Manage the firewalls and Network Access Control (NAC) process to keep up with current vulnerabilities that could impact Oncor's network, and form mitigation and response plans as appropriate with the correct urgency.
  • Provide leadership and direction to a team of employees and /or contractors to ensure a diverse and qualified workforce, safe working environment, positive employee relations, and implementation of and compliance with Oncor policies and procedures, and external regulations.
  • Manage incident management support and ensure incidents are minimized through root cause analysis, design, tools and processes.
  • Provide direction for the development and enhancement of tools and processes to assist with IT/OT Security investigations, including participation with Cyber Security Incident Response Plan (CSIRP) activities and making recommendations to management on findings and solutions.
  • Communicate progress and results to project stakeholders and executive management.
  • Provide root cause analysis when incident management requires further investigation.
  • Attracts, manages, and develops top workforce talent for the Technology function.
  • Manages resources in assigned function across Technology portfolio of work.
  • Manages vendor teams and aligns vendor services with enterprise strategy and the assigned.

Skills:
  • Project management skills with audit of security infrastructure which could include internal customer relationships & expectations.
  • Can work autonomously with limited direction.
  • Managing resources.
  • Tracking procedures and compliance requirements.
  • Working knowledge of Information Technology systems development life cycle and network security management.
  • Practical experience deploying and supporting Network Access Control (NAC), VPN, MFA and remote access services.
  • Expert level managing firewalls from different vendors.
  • Written/Verbal Communication, Application Development/Maintenance, General IT Knowledge, Testing, Multiple Software Vendor Suppliers, Leadership, Operational Management.

Education & Experience:
  • High School diploma, GED, or equivalent and 5+ years' experience managing Network Security engineers or Cybersecurity teams.
  • Will consider applicants with bachelor's degree and 3+ years' experience managing Network Security or Cybersecurity teams in lieu of above criteria.
  • Applicants with any cybersecurity certifications (example: CISSP (Certified Information Systems Security Professional) are encouraged to apply.

  • Maintain knowledge of Oncor, ERCOT, knowledge of the Texas deregulated electric market, and EDI transactions.
  • Oncor satisfaction with secure infrastructure delivered into production.

  • Ability to manage programs and/or projects according to priorities and goals of the Technology function and broader organization.
  • Support in development, training, and adherence to internal processes and procedures.
