Who We Are:
Waukegan Community Unit School District No. 60 serves nearly 15,500 students in preschool through grade 12 and is located halfway between Chicago, Illinois and Milwaukee, Wisconsin on the shores of Lake Michigan. The District has one early learning center, 15 elementary schools, five middle schools and a high school program divided between two 9th - 12th grade campuses. The District encompasses portions of Waukegan, Beach Park and Park City.

What We Need:
The Manager of Talent Acquisition and Licensure assists and advises in the management of the day-to-day operations of the Human Resources Division and is directly answerable to the Director of Human Resources Integrated Automation Services and Procedures, and indirectly answerable to the Associate Superintendent of Human Resources; Manages the recruitment, on-boarding, licensure and retention of talent throughout the District. Upholds Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes quality, productivity, standards, goal attainment, and assisting with District recruitment and ongoing development of a skillful

Essential Functions:
  • Ensures compliance with all Federal and State employment laws and regulations, including Board of Education Policies, Illinois School Code, Regional Office of Education (ROE), Senate Bill 7 (SB7) and Illinois State Board of Education (ISBE) requirements.
  • Processes required documentation to ensure accurate recordkeeping for of all new and current staff.
  • Assists in the continuous review and evaluation of hiring procedures, process systems, and/or policies. Helps identify opportunities for improving the hiring process, including candidate quality, diversity, cycle time, policy compliance and cost per hire.
  • To provide guidance and support to the Human Resources Support Staff.
  • Organize, schedule and implement annual local recruitment fair activity. Writes and places advertisements for classified and non-classified staff members; maintains networking relationships with neighboring college and university placement offices and other organizations as need dictates; attends neighboring college and university recruitment fairs as directed; prepares and distributes recruitment brochures as needed.
  • Supervise and evaluate Position Control and Fingerprinting/Mailroom Clerk clerical employees.
  • Update the District's recruitment brochure annually.
  • Acts as liaison between the District and the Illinois State Board of Education (ISBE) and the Regional Office of Education (ROE) to ensure all professional staff, including substitute teachers, and administrative evaluation modules are in compliance with Illinois State Board of Education (ISBE) and the Illinois School Code licensure requirements.
  • Provides assistance to potential staff members in the process of making application for a Professional Educator License (PEL).
  • Maintain updated employee licensure and seniority in iVisions.
  • Evaluates official transcripts when onboarding, transferring, and issuing employee contracts and correctly places employees on the approved salary rate upon completion of employment prerequisites.
  • Obtains the necessary information, in consultation with Principals/Directors and District administration, to recommend/process building assignments and voluntary/involuntary transfers.
  • Researches and provides recommendations and data to better administer the personnel policies of the Board of Education.
  • Maintains and provides necessary records and assist in preparation of various state and local reports.
  • Oversees and maintains the District's electronic application system (Frontline Recruiting and Hiring) for all job descriptions and job postings.
  • Coordinates the implementation, training and maintenance of the time and attendance Human Resources component conducive to the operation of the iVisions system.
  • Oversees and maintains Verifent verifications as to maintain compliance per legal requirements.
  • Maintains, prepares and manages yearly Regional Office of Education (ROE) audit.
  • Oversees and maintains Docusign system, forms, etc.
  • Assists with project management as required.
  • Oversees and assists in ensuring the efficacy and accuracy of data uploaded to new iVisions system.
  • Oversees pre-employment District tests as required.
  • Identifies and resolves problems in a timely manner, gathers and analyzes information skillfully.
  • Communicates clearly in positive or negative situations, demonstrates group presentation skills, and conducts productive meetings.
  • Maintains confidentiality, remains open to others' ideas, and exhibits willingness to implement new strategies.
  • Completes special projects assigned by the Director of Human Resources Integrated Automation Services and Procedures and the Associate Superintendent of Human Resources.
  • Maintains up-to-date professional goals that align with District initiatives within SuperEval and provides weekly updates in RespondAbility.
  • Perform other such duties as may be assigned by the Director of Human Resources Integrated Automation Services and Procedures and the Associate Superintendent of Human Resources.

    Qualifications:
  • Baccalaureate Degree in Business or Human Resources Management required
  • Master's Degree preferred
  • Experience and understanding of personnel practices
  • Minimum of 5 years, Business Management or Human Resources experience required
  • Understanding of public entity human resource management and position control preferred

    Classification: 12-month administrative position
