Northrop Grumman's Strategic Space Systems Division (SSSD) has an opening for a Manager Program Control 2 for leadership of Program Execution supporting program internal/external exercises, as well as developing processes and training for the broader cost team. The Manager Program Control 2 will report to the AMP Program Cost Manager.

This position is responsible for all Business Management activities associated with execution of program business rhythms including, evaluation and analysis of financial impact based on success of major program milestones, serving as the program internal/external focal for all major program reviews, and developing a training cadence to strengthen internal processes. A successful candidate will be able to communicate the program's financial/technical progress to executive level division/sector leadership, provide leadership to major program exercises and have a strong willingness to train junior level staff within the AMP Operating Unit.

Critical success factors for candidates will include a dynamic leadership presence, highly collaborative work style, the ability to anticipate problems, proactively deal with difficult situations and communicate appropriately with all levels of stakeholders. The candidate selected for this role must have strong organizational, problem-solving and closure skills, strong written and oral communication skills, and demonstrate interpersonal skills with different stakeholders and levels of professionals and management.

The selected applicant is a key leader in developing a strong financial strategy based on the program's technical progress, which includes, but are not limited to the following key duties:
  • Financial accounting/reporting, including Estimate-at-Complete (EAC) contract profitability assessment/reviews, cash flow/balance sheet management, Earned Value Management Systems (EVMS) and business system oversight
  • Develop baseline strategies for multiple CLINs in alignment with the overall AMP OU EVMS compliance strategy. Lead program IBRs, customer baseline actions, and EAC updates.
  • Day-to-day leadership of the business management organization including contracts, pricing and cost & schedule management for the Operating Units
  • Collaborate cross-functionally, both within and outside the Division, to ensure success of business priorities and outcomes
  • Day-to-day leadership of the business management organization including contracts, pricing and cost & schedule management for the Operating Units
  • Oversee staffing, performance management and coaching development of the Business Management professional staff
  • Participate in the business capture/proposal activity oversight to corporation commitment authorities and negotiation yields
  • Collaboration with Cost Management and Program Management to develop the Annual Operating Plan (AOP) and the Long-Range Strategic Plan (LRSP)
  • Financial accounting/reporting, including Estimate-at-Complete (EAC) contract profitability assessment/reviews, cash flow/balance sheet management, Earned Value Management Systems (EVMS) and business system oversight
  • Interface with the customer, develop CFSRs, and communicate program status


This position requires the incumbent to possess a Department of Defense (DoD) active Top Secret (TS) security clearance and/or access to Special Compartmentalized Information (SCI).

Basic Qualifications:
  • Bachelor's degree with 8+ years of professional experience - OR - Master's degree with 6+ years of stated professional experience
  • Experience in Business Administration, Business Finance or Accounting to include Cost Control
  • Active DoD TS and/or SCI Clearance
  • Leadership experience
  • Experience with Earned Value Management (EVMS)
  • High level of proficiency MS Office Tools


Preferred Qualifications:
  • Experience in leading/supporting IBRs, JSRs, ISRs, CEACs and Rolling Wave Planning.
  • Master's Degree
  • Current or previous experience working with restricted customer
  • Experience with Northrop Grumman Space Systems reporting tools

Salary Range: $142,200.00 - $213,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
