Roles and Responsibilities:

  • Responsible for the NJ TRANSIT Superstorm Sandy Recovery and Resilience Capital Program's fulfillment of all reporting requirements to applicable outside agencies, including the preparation of quarterly reports to the Federal Transit Administration reflecting critical path project status, insurance and other funding, change orders and procurements, and other areas of administration and Program delivery. Oversee regular schedule, scope, and activity meetings with project management and Program staff and, where appropriate, highlight significant changes to Senior Management.
  • Supervise funds management, administration, tracking of Super Storm Sandy/Resilience capital program. This involves timely and accurate processing of cost objective setup forms, budget forms, schedule forms, fund change forms, as well as recommending creative grant budget revisions, NJDOT TTF transfers and expense movements (FUTRMS) to maximize project implementation, cash flow, billings and facilitate project and grant closeouts.
  • Supports NJ TRANSIT's strategic positions with external parties related to Program activities, including NJDOT and other federal and state agencies such as FTA, FRA, USDOT, and transportation policy organizations as appropriate.
  • Identifying issues impacting public transportation (public policy related) in connection with NJ TRANSIT's ongoing resilience and capital project delivery activities.
  • Manages the compilation and verification of financial data and statistics and approves final submission of such data to support required federal reporting, Triennial Reviews, and other external review activity.
  • Manage and resolves Program delivery issues in support of the FTA review process including Project Management Oversight Consultants Facilitates approval of all reports, sole source requests, allocations and grant/budget revision requests.
  • Assist in the negotiation of the allocation of insurance proceeds with the FTA and develops strategies to apply available proceeds to most critical project priorities.
  • Collaborate with external departments in the development and coordination of Emergency Relief Program and other Resilience Program grant applications, amendments and budget revision requests to appropriate federal funding agencies for capital and planning projects.
  • Coordinates inter-departmental efforts with Rail Operations, Light Rail Contract Services and Capital Project Administration to ensure timely expenditures of FTA funding.
  • Conducts responsive handling of requests for information as appropriate and assists with coordinating completion of compliance documentation.
  • Other duties as assigned.


Education, Experience and Qualifications:

  • Bachelor's degree in Public Administration, Business Administration, Liberal Arts or related area.
  • Six (6) years of progressive experience leading coordination of complex activities across internal and external user groups; experience leading the review and preparation of reports, briefs, or other government filings
  • Experience negotiating resolution or approval of complex funding, contracting, and other procedural/regulatory issues required.


  • Knowledge and Skills:
  • Knowledge of Excel and budgets. Strong oral, presentation, and written skills desired.
  • Strong interpersonal skills; able to develop and manage productive relationships with consultants, partners and staff at all levels desired.
  • Strong background in managing financial management systems, financial reporting and working with databases desired.
  • PC skills with proficiency in Access and Excel desired.
  • Excellent communication skills are a must.
