Purpose of the Job
- To direct, and manage all aspects of Purchasing and Supply Chain for indirect materials and services
- Lead the Jeannette or Sodegaura Supply Chain organization to efficiently source materials and services with quality, on-time delivery and competitive cost.
- Implement a single procurement process and consistent work instructions between all Elliott global locations
- Administer the Global Supply Chain Strategic Plan regarding assigned commodity responsibility as team member of the corporation's Global Purchasing Team.
Background and Experience
- Bachelor's degree in Supply Chain Management or Business Administration or a related field is preferred, or equivalent in related work experience. An advanced degree in Operations and Supply Chain Management and/or CPSM certification would be an added advantage
- 10 years of relevant buying experience and minimum of 5 years of management experience as a proven leader. Experience working in supply chain for a global company is an advantage
- Strong knowledge global supply chain practice and standards
- Thorough understanding of industry pricing strategies
- Strong understanding of project execution processes and standards
- Experience in purchasing and procurement of good and services to support a manufacturing, sales and service organization
- Managerial experience to lead a team of Purchasing and Supply Chain
- Good knowledge of all laws and regulations relating to procurement and contracts
- Knowledge of purchasing and supply chain systems, LEAN principles of planning and MRP/ERP systems often required
- Must have excellent general background in all phases of procurement and strong financial/commercial acumen
- High competency level in MS Office applications, online SCM portals etc.
Specific Job Responsibilities
- Directs, supervises, and administers the daily operations of the Projects and Indirect Supply Chain group, including direct reports and matrix reports which support the corporate strategic plan.
- Trains, develops, coaches, mentors, appraises and helps select personnel.
- Recommends salary actions, promotions, transfers and terminations
- Global SCM Team Member in the creation, implementation, and measurement of the corporation's Global SCM Strategic Plan.
- Develops procedures, monitors, controls and develops buyers and suppliers to meet requirements for delivery, quality and cost.
- Supports decisions on outsourcing versus providing services in-house.
- Assures that procurement activities are performed in accordance with legal requirement company policies and procedures
- Supervises the negotiations or assists in the negotiation of price, quality and delivery.
- Collaborates with Supplier Quality to assess and qualify suppliers.
- Travels to supplier facilities to build relationships, conduct negotiations and evaluate performance.
- Collaborates with Sales and Applications Engineering to develop competitive offers to customers, obtaining quotations from suppliers who provide best total cost of ownership, quality and delivery.
- Manage vendor and supplier selection process based on price, quality, support, capacity and reliability
- Develop, negotiate and administer purchasing agreements and contracts with suppliers in support of organizational requirements
- Monitor supplier and vendor compliance with contractual agreements, quality standards and external regulations
- Measure and manage the vendor and supplier cost, quality and delivery performance
- Manage risk relating to quality, cost, delivery and supply of purchases
- Work with relevant departments to manage inventory requirements
- Develop and manage purchasing budgets and forecasts
- Direct continuous improvement of purchasing processes in line with changing organizational needs and market conditions
