Why is this role important?

The Manager, Quality Assurance is responsible for developing, planning, managing and controlling the implementation of quality assurance and quality control frameworks, standards and processes to ensure delivery of high quality, error-free business applications to CIHI's internal and external stakeholders.

What you'll do

1. Leads and motivates the Quality Assurance team by providing clear direction, effectively delegating, monitoring performance results, coaching, and developing team members; motivates and develops others to go above and beyond; support others through change; make decisions that balance the best interests of the team, the organization and its stakeholders; and lead by example by living CIHI's core values.

2. Oversees all aspects of quality assurance including establishing metrics, applying industry-standard testing methodologies, and implementing new tools and processes to ensure quality goals are met.

3. Champions efforts to continually advance the organization's testing maturity. Including evolving practices away from 'software testing' and towards 'quality assurance', evolving the use of technology such as test automation, API & ETL testing, improving testing practices and procedures, and increasing stakeholder engagement.

4. Provides overall direction for the department's accessibility (AODA) testing strategy and practices.

5. Represents the ITS Division in efforts to evaluate, and eventually operationalize the use of, synthetic data generation technology.

6. Actively participates in requirement reviews, test planning, test strategy reviews, and project planning meetings.

7. Collaborates with ITS Management and others to develop and evolve QA Policies, Procedures, and best practices for all system development activities. This includes standard templates, testing protocols, sign-offs and acceptance procedures and criteria.

8. In alignment with the CIO Office's Commitments and Planning Manager, plans and coordinates project activities and associated resource management of quality assurance resources.

9. Contributes to the development and monitoring of operating plans and budgets for the department while ensuring the application of appropriate CIHI policies and procedures.

10. Provides ongoing advice to project teams on quality assurance processes for delivery and implementation of extranet applications, internal production systems and internal business applications.

11. Forms relationships with vendors (technology, staffing) to ensure productive working arrangements.

What you'll bring to the table
University degree or equivalent education/experience in Computer Science, Management Information Systems (MIS), or related discipline.
Five to eight years of related experience in software testing/quality assurance.
Minimum of 3 years of people and management experience.
Demonstrated experience with various testing technologies and methodologies, including: developing test strategies & test plans, tracking defects, manual & automated testing, DevOps, AODA, mobile device testing, API testing, collection & use of software quality assurance metrics, and waterfall/agile/SDLC methodologies.
Proven experience in working in a holistic Quality Assurance practice leveraging various approaches to ensure quality (not just software testing).
In-depth experience testing a variety of application types and components including web, API, Business Intelligence, and/or ETL applications with complex data transformation logic.
Strong experience in developing roadmaps to chart the evolution and growth of a Quality Assurance practice.
Experience with leading establishment of test automation practices.
Understanding of Continuous Integration/Continuous Deployment pipelines and their relevance to Quality Assurance, experience with integration of tests into CI/CD pipelines.
Understanding of cloud computing architecture, services, and platforms (AWS preferred). Solid Project Management experience with a focus on QA Policies and Procedures. Experience with changing priorities and adapting work plans to emerging initiatives.
Excellent interpersonal, presentation, facilitation, verbal & written communication skills. Ability to communicate complex ideas in simple terminology.
Testing-related certifications from ISTQB and/or QAI would be an asset.
Experience testing health care applications would be an asset.
Knowledge of software testing process improvement models such as TMMi or TPI Next would be an asset.
Ability to meet occasional travel requirements.
Fluency in English is required, bilingualism in both official languages is an asset.
