Description
The Manager of Rail MOW Technical Support will develop, implement, and oversee the operations of a technical team supporting the Maintenance of Way (MOW) department. This role involves managing the day-to-day activities of the technical team and ensuring that all work supports agency programs, facilitates State of Good Repair (SGR), and complies with Federal Transit Administration (FTA) regulations.

Additionally, collaborate with various divisions across the agency to support safety and technical initiatives. Plan and establish programs, procedures, and best practices to ensure alignment with the organization's overall objectives while maintaining compliance with professional standards, state and federal regulations, and applicable laws.

This position is also responsible for the management and oversight of assigned staff, ensuring effective leadership and operational success within the department.
This role requires being onsite five (5) days per week.
Reliable in-person attendance is an essential function of all positions. TriMet is an in-person first organization, with a strong emphasis on in-person collaboration, customer service, and safe and efficient operations. Some positions may be able to work up to two days remotely depending on department policy, business needs, and manager discretion.

Essential Functions

  • Oversee and manage the work of direct reports including engineers and program managers and coordinate the work of program and project planning teams.
  • Manage, plan, direct, coordinate and review the work of assigned staff, including hiring, performance management, coaching and training.
  • Participate in the department budget process as a key stakeholder. Plan and manage the MOW Technical Support workgroup budget.
  • Develop, implement and administer MOW configuration management, change management, and maintenance control, including plans and reporting.
  • Manage and plan technical support activity and workflow, including but not limited to implementing tools and strategies such as root cause analysis, failure analysis, risk based inspection, hazard analysis, and Transit Asset Management (TAM) prioritization.
  • Support operations by developing and maintaining a preventative and predictive maintenance program in coordination with Maintenance Control for bus, rail vehicle, and maintenance of way. Identify and summarize the projects related to State of Good Repair for replacement in-kind or improved.
  • Determine and monitor key performance indictors related to ROW maintenance and recommend or implement design or process improvements to improve reliability and resiliency. Work with maintenance and operations staff to oversee campaigns and task force teams to conduct root cause analysis and implement new processes and new designs to improve the efficiency of the ROW maintenance program.
  • Work with Engineering and Construction and coordinate the State of Good Repair projects and create process for design review for major capital improvement projects to improve the reliability of the transit system.
  • Manage and coordinate the delivery of engineering support services for TriMet Operation's rail systems and the work of engineers and technicians related to TriMet's existing rail systems.
  • Analyze and resolve complex problems pertaining to the design and operation of rail system projects and other assigned projects. Manage and oversee testing and troubleshooting of existing traction power, signaling and communication systems. Review and approve systems integration test results.
  • Review and comment on design plans from an operations and life-cycle cost perspective.
  • Coordinate the process for prioritizing a variety of State of Good Repair projects including track rehab, station renovation, Transit Center renovation and pavement renewal. Develop the implementation schedule and project timeline based on specific criteria including; useful life, condition, failure risk, Transit Asset Management (TAM) reporting, funding, and customer impact.
  • Conceptualize and mobilize for incident recovery projects for rail.
  • Assist the Safety and Security Division as needed in annual updates of TriMet's System Safety Program Plan and Security and Emergency Preparedness Plan, for TriMet rail maintenance of way. Provide related support for light rail, bus extensions, Commuter Rail, and other major capital projects.
  • Coordinate consultants and assigned TriMet staff to ensure timely support and expected progress on a portfolio of projects as assigned. Enlist special or additional resources as needed to complete the work. Supervise planning, engineering and construction work of consultants and TriMet staff.
  • Provide technical direction related to design and operation of maintenance of way systems and other assigned projects.
  • Coordinate TriMet internal and external project efforts with internal staff, consultants, and public and private agencies. Coordinate with other departments and outside agencies on City-, County- and State-run projects that impact transit service.
  • Provide leadership and program management experience, displaying good judgement and autonomy, to evaluate, analyze and develop strategic plans and processes to successfully provide support and services under the Transit System and Asset Management department.
  • Exemplify a collaborative leadership style to create working teams across TriMet's Operations to provide operations engineering, program management, and technical support for rail and bus operations and maintenance facilities (OMFs), Stations, Transit Centers and facilities for the transition to zero emission buses both electric and hydrogen powered. In addition, this position must work collaboratively with other divisions across the agency including engineering and construction, human resources, finance, public affairs, the office of equity and inclusion, and legal.
  • Support the Readiness for Service Team (RFST) for project start-ups. Serve on the Rail Activation Committee (RAC) for rail system extension start-ups with new/expanded maintenance of way.

  • Position Requirements
    A minimum of a bachelor's degree is required, with a bachelor's degree in civil, electrical, mechanical or industrial engineering or a related discipline being preferred.

    A master's degree in engineering or transportation planning is preferred.
    Six (6) years of total credited experience.*
    Four (4) years of experience in MOW design, build, commissioning and/or maintenance are required.
    Two (2) years of team lead, project management, contract management, or staff management experience coordinating and/or managing plans, schedules and/or deliverables are required.

    Professional registration from the State of Oregon and a Project Management Professional Certificate are preferred upon hire.
    Or any equivalent combination of experience and training.*

    The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

    Salary offers will be determined by a candidate's education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet's salary administration process will ultimately determine the final salary offered.

    Long-Term Disability Insurance
    Available to eligible, non-union employees working at least 20 hours/week, 90-day waiting period, pays 60% of the employee's salary to a maximum of $10,000/month.

    Basic Life and Accidental Death & Dismemberment (AD&D) Insurance - TriMet provides Basic Life and AD&D Insurance to assist employees and their families in the event of death or dismemberment.
    Benefit Amount: 1x annual earnings, $150,000 max

    Voluntary Life and AD&D Insurance - Employees may purchase additional life and AD&D insurance for themselves, spouse/domestic partner, and their child(ren). Employees pay the full cost for this insurance and must elect coverage for themselves in order to elect coverage for their dependents.

    Voluntary Life and AD&D Insurance - Employees may purchase additional life and AD&D insurance for themselves, spouse/domestic partner, and their child(ren). Employees pay the full cost for this insurance and must elect coverage for themselves in order to elect coverage for their dependents.

    Pension
    Defined Contribution Plan 401(a)
    TriMet provides a defined contribution pension plan to non-union employees. TriMet matches the equivalent of 10 percent of a non-union employee's base pay into an investment account each pay period. The employee also has the option of contributing up to 15 percent of his/her base pay pre-tax to the account each pay period. The employee directs the investment of the employee's individual account. The employee is vested in the account after three years of service.

    Deferred Compensation Plan 457
    A Deferred Compensation Plan Section 457 (a plan for public employees) allows the employee to build retirement savings with pre-tax dollars to supplement pension, Social Security and private investment.

    Sick Leave
    Employees receive 12 sick days of leave for a total of 96 hours (8 hours x 12 days) each January 1. Unused sick leave can be carried over to a maximum of 1,700 hours (212.5 days). Employees hired mid-year receive a prorated amount of sick leave for the first year hired. Upon separation, 60% of accrued sick leave is deposited into your 401(a) account up to a maximum of 1,700 hours.

    Holidays
    Non-Union employees have one day off with pay on each of the following holidays: New Year's Day, Martin Luther King Jr. Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving, the day following Thanksgiving, and Christmas.

    Personal Days
    Each regular non-union employee is allotted six (6) personal days with pay to be used within the calendar year. Employees hired mid-year receive a prorated amount of personal day for the first year hired.

    Vacations
    Employees accrue vacation eligibility for each continuous full year of service effective on the date of hire anniversary. For employee hired on or after November 15, 2012, the following schedule will apply:

    *During the first year of employment with TriMet if employment is terminated the three weeks of vacation are not eligible for payout.     Free Transit Pass
    All active employees, their spouses/domestic partners, and eligible* dependents are eligible for a photo identification badge, which is honored as a bus/MAX pass on all lines of the District.
    *Child dependents are eligible for a free transit pass up to age 19, or age 24 if living at home and attending school full-time.

    Employee Learning and Development
    TriMet provides a range of classes, including instructor-led classes (ILT), virtual instructor-led (VILT) classes, and eLearnings for all employees, including online learning with 1000s of available modules.     Tuition Reimbursement
    TriMet encourages employees to further their knowledge, skills, and job effectiveness through higher education in degree programs or through individual coursework from an educational institution reasonably related to the District's business and/or the employee's job. TriMet will reimburse 90 percent of tuition, books, and fees required for eligible coursework, up to a maximum of $5,250 each year, following satisfactory completion of coursework. Reimbursement is subject to TriMet's available funding of the program.
