Duties and Responsibilities:

The Manager of Durham College's SchoolCollege Work Initiative (SCWI) and Academic Upgrading (AU) department isresponsible for the operational implementation of all academic upgrading anddual-credit activities and forum proposals submitted on behalf of the collegeand/or in partnership with members of the Eastern Lakeshore Regional PlanningTeam. A key function of this role involves the full cycle of human resourcemanagement for both departments, including the recruitment, hiring, onboarding,and performance planning of support staff, contract faculty, and AcademicUpgrading professors. The Manager provides day-to-day operational leadership byoverseeing staff scheduling, classroom assignments, and workload distributionto ensure optimal delivery of programming. The incumbent plays a critical rolein fostering a supportive work environment by monitoring staff engagement,addressing concerns through active listening and conflict resolution, andescalating issues when appropriate. This role requires a strong understandingof the diverse needs of both youth and adult learners. The Manager must beequipped to support the diverse and complex needs of at-risk students acrossboth secondary and adult programs.

Facilitates the implementation and delivery of theLiteracy Basic Skills and School College Work Initiative programs in accordancewith College and Ministry approved criteria:
  • Responsible for coordinating approved AU & SCWI activities and forums, including submitting scheduling requests, organizing logistics, and overseeing the execution of related tasks
  • Meets with AU staff to review potential and existing clients, discuss status and activity, and case manage, update staff on new initiatives and sharing of information
  • Complete and monitor contracts with college service providers (including individual schools) and dual credit instructors.
  • Checks in regularly to assess the experiences of part-time faculty in Academic Upgrading (AU) and SCWI, with a focus on identifying areas where additional support or follow-up may be required.
  • Provides leadership and support to all staff and faculty within the SCWI and AU programs, acting as a key resource while fostering a collaborative team environment that prioritizes access, accountability, and high-quality teaching, learning, and service.
  • Ensure that LBS services and programming meet the needs of the residents in Durham Region by keeping updated on current labour market trends and working with outside agencies to analyse data that will guide and direct the creation of new programs.
  • Monitors enrollment in Academic Upgrading and dual credit classes to ensure appropriate class sizes, identify trends, and support timely decision-making related to scheduling and staffing
  • Schedules and organizes departmental meetings

Day-to-Day Operational Management of SCWI and AU:
  • Oversees the day-to-day operations of the SCWI and Academic Upgrading departments, ensuring effective implementation of operational systems in collaboration with the Director.
  • Leads the full cycle of human resource management for faculty and support staff in alignment with collective agreements and college policies.
  • Provides ongoing supervision and support to faculty and staff, promoting a positive, high-performing work environment through coaching, mentoring, and access to professional development opportunities.
  • Maintains up-to-date knowledge of academic and support staff union agreements, Ministry policies, and institutional expectations to ensure compliance and guide operational decisions.
  • Investigates and facilitates resolution of workplace concerns or disputes at the first level, using relevant policies and agreements to support fair and timely outcomes.
  • Supports the effective use and maintenance of department facilities and equipment

Promote and Market School College Work InitiativeActivities, Forums and Dual Credits including Academic Upgrading:
  • Implements approved marketing and outreach activities to promote SCWI forums, dual credit courses, and related programming at the college and with school board partners, ensuring timelines, materials, and messaging are effectively managed.
  • Attends recruitment and outreach events as required to represent SCWI and Academic Upgrading programs, and supports faculty and staff involved in recruitment activities
  • Maintains positive, ongoing relationships with key contacts in education, community organizations, and government agencies
  • Attends quarterly meetings with the department's external marketing agency to ensure staff needs and enrollment priorities are reflected in promotional materials and campaign execution
  • Coordinates with internal college departments to ensure Dual Credit & Academic Upgrading students are aware of and can access key supports

Qualifications:
  • A minimum of a three (3) year diploma/degree is required in in a relevant field of study such as Education, Human Resources/Social Work/Business Admin, Project Management, or Educational Policy/Psychology.
  • A minimum of five (5) years of work experience in an educational setting with leadership responsibilities.
  • Demonstrated commitment to equity, diversity and inclusion in all matters related to students, staffing and programming.
  • Must have a clean vulnerable screening records check performed.
  • Strong understanding of the K-12 school system, specifically secondary schools and program services.
  • Understand the upgrading needs of Durham region residents.
  • Understand policies and procedures to deliver programs to meet our requirements with MLITSD, MCU, SCWI, and the Ministry of Education.
  • Familiar with the principles of teaching and learning and student-centred learning/client centred service.
  • Superior organization and planning skills.
  • Creative and innovative thinking.
  • Superior oral and written communication skills and presentation skills.
  • Ability to work efficiently and problem solve under pressure.
