Duties and Responsibilities:
As a key member ofthe Office of the Registrar's management team, the Manager, Student Operational Systemsand Reporting reports to the Director, Student Information Systems andReporting, and leads a team responsible for the functional configuration ofBanner ERP Student and OCAS Modules to align with institutional goals. Theincumbent ensures compliance with Ontario Government Ministry reportingstandards and prepares and submits required reports.
This roleencompasses full people leadership and management, including recruitment,performance evaluation, supervision, and team motivation. Additionally, theManager serves as a primary escalation point for complex system and reportingchallenges while fostering strong partnerships between Durham College andthird-party software vendors.

Reportingfunctions:
- Generates and audits ministry reports on behalf of the institution.
- Lead, plan and coordinate reporting timelines with required stakeholders to ensure Ministry reports are completed on time within strict deadlines.
- Interprets changes mandated by the Ministry of Colleges and Universities, coordinates with other departments, and the Director, Reporting & Student Information Systems, to ensure data is appropriately captured through systems integration and reports.
- Provides quality assurance of the data by monitoring and improving data acquisition, business processes, and performing quality audits throughout the cycle.
- Develops customized reports using institutional reporting tools (Cognos) as appropriate to facilitate data validation for use by external data holders.
- Establishes new procedures, systems or protocols to support reporting requirements or data integration to external partners.
Feesand financial functions:
- Interprets Ministry of Colleges and Universities Tuition Fee Guidelines to gather information to establish collection and compiling of approved tuition fees for configuration in student information system
- Ensures procedures are documented, auditable and in compliance with Tuition Fee Framework.
- Collaborates with Centre for Teaching and Learning, Office of the Registrar and International Education, and Finance to perform internal and external scans to establish tuition fees for new programs that will provide return to the institution but remain competitive with similar program offerings at other colleges
- Proactively works with faculties, finance and external stakeholders (ex. Student Association, bookstore and transit) to ensure revenues are properly recorded and procedures established for transfer funds to external stakeholders
- Prepares submission for new detail code requests for new programs, new fees ensuring correct configuration for capturing revenue and appropriate tax treatment for T2202A and T4A processes
- Establish solid processes and procedures for the update of fee tables used for generation of fee information and fee assessment during registration
- Guide Enrolment Services team in best practices for adjusting student fees using mass update or upload processes
- Responsible for submission and maintenance of budgets for areas of responsibility.
Studentand OCAS Admissions Systems:
- Leads staff responsible for the configuration of the student information systems for admissions, registration, fees, degree audits, program of studies and the preparation of Ministry Reporting for enrolment and fees.
- Under direction of the Director, Reporting & Student Information Systems, plays a key role in the design, testing and implementation of new systems and process methodologies to achieve strategic institutional priorities.
- Reviews and recommends changes to the Banner Student and OCAS Modules for controls, rules and validation tables related to admissions processes, student enrolment, curriculum administration, and fee assessment to improve processes or for compliance with policy or ministry requirements.
- Provides leadership to staff by facilitating training sessions when implementing changes in procedures for Office of the Registrar or other areas where processing of student records occurs on campus.
- Provides continuous improvement to Office of the Registrar activities by evaluating current process, investigating alternatives and planning and implementing improvements
- Core objective to continuously improve service delivery to students and internal stakeholders.
Projectmanagement functions:
- Responsible for ensuring tasks related to approved projects are communicated to staff regarding project requirements within the portfolio.
- Ensures tasks are completed and communicated as required.
- Supports the Office of the Registrar management team in establishing project priorities that are in alignment with the strategic goals of the College and Office of the Registrar.
- Assists with identifying project goals, establishing deadlines that are in alignment with team goals and operational priorities.
- Works collaboratively with the Office of the Registrar and International Education leadership teams to create a professional work environment and facilitate the achievement of established goals.
Documentand Retention Assurance:
- Ensures compliance of Office of the Registrar procedures related to electronic, digital and physical documents to Records and Information Management policies.
- Plays a lead role in the administration of Electronics Record Management systems on behalf of Office of the Registrar
- Collaborates with the institutional Manager of Records in the establishment of document types and establishing access for BDMS - Banner Document Management Systems.
Miscellaneous:
- Participates on internal committees and working groups as required.
- Participates in campus events sponsored by the Office of the Registrar such as convocation
- Serves as the delegate for Reporting & Student Information Systems and the Office of the RO at BOLT - Banner Ontario Leadership Team, CRALO - College Registrars, Admissions & Liaison Officers and a Ministry reporting meetings or groups as deemed appropriate for the role.
Qualifications:
- A minimum of a 4-year degree, preferably in Information Technology, Business Administration, or in a related field. Alternatively, a 3-year degree and a graduate certificate or a professional designation.
- Minimum of 5 years of experience in a Post-Secondary Registrar's Office environment, preferably with progressive experience through various RO positions with knowledge in post-secondary systems including Ministry rules, regulations, procedures and policies related to admissions, registration and student services.
- Experience in managing and implementing new technologies and processes.
- Knowledge and experience in financial billing practices used in post-secondary institutions.
- Accounting experience or designations is an asset.
- Demonstrated organizational, analytical and problem solving-skills
- Ability to make sound, evidence-based decisions by exercising judgment, diplomacy and discretion within changing and conflicting priorities
- Ability to establish plans and execute them to meet Ministry deadlines for reporting, facilitate the successful projects or implementation of policies or procedures within identified timelines.
- The ability to negotiate and resolve conflicts where they might arise in setting priorities or deploying resources to successfully complete projects.
- Knowledge of GAAS (generally accepted auditing standards) and Canadian public sector accounting standards as they relate to the audits of reporting submissions.
- Knowledge of project management practices, document management practices and a solid foundation in Banner or other ERP/Student Information Systems. The position will require the ability to use a variety of computer applications in performing their duties.
