Summary Description:Provide oversight for all telemetry operations including real time, billing and historical data. Establish operating and maintenance procedures for the telemetry system. Provide oversight for all Network Operations Center (NOC) operations including monitoring of the Metro-E, cooperative fiber and other business networks. Oversee the development of monitoring, maintenance and restoration procedures to support the continuous operation of the telemetry system and other business networks. Oversee field and NOC staff for the operations and maintenance of the telemetry system and other business networks through the appropriate member cooperative, NCEMC or BITS staff, vendors or other entities. Provide support, guidance, leadership and project management for the telemetry system and other business network projects.

Academic and Trade Qualifications:A Bachelor of Science Degree in electrical, electronic or computer science preferred. Education in electrical, electronic or computer science with extensive work experience may be substituted for bachelor degree.

Work Experience:A minimum of seven (7) years of progressively responsible experience with network operations, telemetry, energy management operations and data circuit communications. Experience in operating a critical infrastructure communication system, 24x7x365 real time computer system or electric utility distribution system. Experience in project management and coordination of multiple departments, contractors and telecommunications providers in a critical system environment.

Responsibilities:
  • Supervise the performance of monitoring, analyzing and restoration of the telemetry system and other business networks.
  • Coordinate and facilitate resource planning for supporting energy related operations, setting long-range objectives, establishing overall priorities and identifying strategies associated with the EMS/Telemetry system.
  • Develop an operational understanding throughout the field and NOC staff of the EMC distribution delivery points and how they affect the telemetry system.
  • Manage the reporting and tracking of delivery point load transfers process.
  • Ensure the quality and accuracy of telemetry data and coordinate the necessary changes.
  • Coordinate the restoration of failed meters, communication equipment and circuits and supervise field personnel in restoration assignments
  • Develop operating procedures for the monitoring, maintenance and restoration of the Metro-E, cooperative fiber and other business networks.
  • Train staff to be the primary point of contact with power supply, telecom and external NOC monitoring vendors.
  • Facilitate staff training by monitoring the needs and establishing training recommendations.
  • Review network maintenance, operations and outage reports for problems or trends and recommend corrective action.
  • Recommends changes to the design of the information technology, EMS and SCADA systems to improve the reliability, operations, cost and maintenance.
  • Recommends uses of new technology where and when appropriate.

Job Knowledge:
  • Must have an effective working knowledge of electrical system operation, computer hardware and software.
  • Should have the ability to acquire and apply knowledge in EMS, SCADA, telecommunications and electric system operation and maintenance.

Abilities and Skills:
  • The ability to analyze and solve problems encountered in the field.
  • Must have the ability to work with little direct supervision.
  • Should be self-motivated and have the ability to conceptually visualize the operation of complex integrated systems - isolate and reduce system problems to discrete components.
  • Should also have the ability to establish information resources, policies and procedures and recommend related management practices.
  • Must keep abreast of current information technology and techniques and apply as appropriate.
  • Must be able to prepare a comprehensive budget and maintain proper controls.
  • Should be skilled in areas of verbal and written communications with particular emphasis on maintaining a viable link with team members and management to facilitate planning, scheduling, and to assist in meeting overall goals and objectives.

Working Conditions:Normal business hours, with limited overtime as required.
