Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the direction of the Associate Director of Unsheltered Strategies and in close coordination with Systems leadership, this position is responsible for the implementation, oversight, and coordination of LAHSA's unsheltered strategies, including the County's E6 Coordinated Outreach strategy to support people experiencing unsheltered homelessness.
This position will support integrated strategic planning for the department, coordination with other LAHSA departments responsible for the Coordinated Entry System (CES) and its component programs, collaboration with City and County partners and management of staff. The Manager will lead stakeholders, program funders, agency staff and community organizations in strengthening Los Angeles' coordinated outreach system and developing processes and protocols for how people access and move through LA County's Interim Housing system. The Manager will plan, develop, implement and oversee the continued development and operation of the Coordinated Outreach System in LA County along with ensuring improved access to CES' Interim Housing.

Deferred Compensation Plan
LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.
Time Off Administrative Leave
Chief Executive Officer, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.
Vacation
Vacation is earned according to each month of service commencing with the employee's initial date of hire.
Sick Leave
Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.

Essential Job Functions
- Directly supervise a team of Outreach Coordinators specifically focused on supporting the functions of the Outreach and connections to other resources accessed by people experiencing homelessness.
- Support a team of funded SPA Outreach Coordinators at partner agencies who provide coordination at the SPA level.
- Provide effective and inspiring strategic leadership by being actively involved in the implementation of LA County's Coordinated Entry System.
- Assist in the develop written standards for program operation.
- Identify and implement innovative system improvements that facilitate improved access, service delivery, outcomes, quality and flow for the unsheltered.
- Create and facilitate mechanisms for providers and other stakeholders to coordinate, collaborate and provide feedback for system improvements.
- Lead monthly meetings of collaborative partners to promote regular and ongoing opportunities for all sub-recipients to give feedback, improve processes and leverage resources.
- Provide support in the oversight of outreach & coordination programs to ensure successful implementation, coordination of client services, achievement of program performance measures, and evaluation of services provided.
- Works closely with internal data management department to review programmatic data, performance summaries, and performance challenges in order to improve program performance via development and implementation of individualized technical assistance plans.
- Enhance service and performance management outcomes via technical assistance, in order to effectively improve LAHSAs contracting oversight.
- Ensures staff receive appropriate trainings and education regarding job duties, cross collaborative efforts, and program development activities.
- Perform data collection, evaluation, and analysis using platforms, which may include, but not be limited to Homeless Management Information System (HMIS).
- Work collaboratively with the Policy and Systems department to review, analyze, and stay abreast of emerging best practices for homeless services and regulations for public funding streams.

Knowledge, Skills & Abilities
- Possess a strong homeless services, systems lens.
- Knowledge of outreach and programs that serve unsheltered individuals in Los Angeles.
- Knowledge of the Los Angeles Continuum of Care & HMIS.
- Demonstrated knowledge and understanding of outreach best practices.
- Excellent people skills, specifically customer service skills and a capacity for collaboration and interpersonal relationships.
- Excellent written and verbal communication skills, including the ability to express technical concepts clearly to both technical and non-technical audiences.
- Advanced knowledge of software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook).
- Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a fast-paced, multi-disciplinary team environment.
- Advanced communication skills, and the ability to communicate with all levels of management, staff.
- Demonstrated ability to work with diverse community and organizational groups, including elected offices, service providers, and community members.
Training & Experience
- Proven professional experience and educational background.

Vacation

- Less than three (3) years of employment, eighty (80) hours per year.
- Three (3) to six (6) years of employment, one hundred twenty (120) hours per year.
- More than six (6) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than seventy-two (72) months of employment. This vacation accrual is capped at thirty (30) workdays per year
