Role Responsibilities
As the Manager Application Services, you will lead all aspects of application services to clients, you will also define the development approach, confirm deliverables are on target (time and cost), and that the efforts will result in a quality product for the client.
This role ensures strategic planning activities result in business priorities and requirements that are well understood by translating those requirements into sound designs results in an application that is maintainable and usable.
You will also provide leadership and direction to a blended team of technical professional staff, contractors, and external service providers.

2. This position provides leadership and direction of staff and resources in the Vendor/Contract Management that are responsible for providing the following services:
- Vendor Management
- Contract Management

3. This position facilities coordination and disaster recovery planning.
- IM disaster recovery planning for assigned Ministry portfolio(s)
- Plan and coordinate yearly Disaster Recovery Exercise (DRX)
- Assist areas in developing disaster recovery test & business continuity plans
- Ensure all technical procedures (Installation, Configuration, Run books) are documented and updated and are contributing to the maintenance of operational standards
- Maintaining facilities related matters for the Cybersecurity as well as coordinating closely with the Technical Services (infrastructure) across the departments
To be successful in this position, you will demonstrate:
- Ability to lead large and complex initiatives and projects
- Knowledge of project management processes, methodologies, principles and techniques
- Excellent communication skills, both verbal and written, including very good consultation, facilitation and presentation skills

Qualifications
Requirements:
- University degree in a relevant discipline such as Computer Science, Information Technology, Commerce, Arts, or a closely related field.
- At least four (4) years of experience in digital solution development and delivery.
- In-depth expertise in Systems Development methodologies to support the efficient and effective delivery of services.
- Strong understanding of the specific business domain, paired with a broad awareness of departmental operations, enabling the design of technical solutions that align with client needs and minimize business impact.
- Solid organizational awareness, recognizing the interconnected nature of applications and their multiple system interfaces.
Equivalencies:
- A related two-year diploma in related discipline from a recognized post-secondary institution and six (6) years related experience; or
- A related one-year certificate from a recognized post-secondary institution and seven (7) years related experience.
Assets:
- Proficient in the IMT framework, system delivery lifecycle, and business process optimization.
- Significant leadership experience with a strong track record of successfully collaborating with diverse stakeholders to design and implement frameworks, strategies, policies, and operational processes.
- Skilled in managing large-scale, complex projects, with deep expertise in project leadership and execution.
- Well-versed in privacy and security legislation and its application to technology solutions.
- Demonstrated success in overseeing the development and delivery of information technology and services.
- Adept at fostering innovation by challenging conventional methods to achieve efficient and impactful results.
- Strong facilitation, negotiation, influence, and conflict resolution capabilities.
- Confident presenter, able to clearly communicate complex solutions to clients and stakeholders.
- Effective communicator across both technical and non-technical audiences.
- Proven ability to build and sustain collaborative partnerships within the organization, across governmental bodies, and with external stakeholders.
