Definition
This management position reports to the Mayor and is responsible for a wide variety of projects or programs that serve the borough in area and non-areawide capacities. The individual administers all assigned grants to ensure compliance with funding regulations and reporting requirements as well as serves as a liaison for the borough administration.
Minimum Qualifications

  • Bachelor's degree in related field and two years of progressive responsible management experience in the related field; or Associate's Degree in related field and four years of progressive responsible management experience in the related field; or six years of progressively responsible management experience in the related field which demonstrates the ability to perform the duties of the position.
  • Must possess leadership abilities, interpersonal skills, and written and verbal communication skills to be able to perform in a professional manner.
  • Must be efficient in managing computerized data systems.
  • Must have proficient knowledge executing grant management skills from application to closeout functions specific to federal programs.
  • Must have completion of Incident Command System (ICS) and National Incident Management System (NIMS) courses: IS-100, 200, 300, 700, and 800 or their equivalent within first year of employment.
  • Must have experience with Microsoft MS Office products and other platforms as required.
  • A valid, unrestricted Alaska driver's license may be required.

Essential Functions
1. Functions as the primary administrator of all cooperative agreements, grants, and subrecipient grants.
2. Assists borough departments and service areas throughout the lifecycle of grant processes from the initial application to closeout obligations.
3. Acts as the main liaison between the administration, communities, state or federal partners as well as other groups in assessing needs, identifying revenue sources, and making grant applications that supports borough services.
4. Researches and monitors state legislation and federal appropriations, notice of funding publications, government and non-government funding opportunities, and other resources to pursue application opportunities.
5. Uses current communication resources to internally and externally enhance public understanding of borough policies, procedures, emerging initiatives and other items of public interest specific to grant-funded projects or programs.
6. Serves on the borough Incident Management Team.

While performing the duties of this job, the employee is frequently required to communicate orally; regularly required to sit and to use hands and fingers dexterously to operate office equipment and small tools; occasionally transport up to 30 pounds; reach with hands and arms, and stand and walk (at times on uneven ground). Note: A spousal coverage surcharge of $150 per month ($75 per pay period) will be assessed if an employee's spouse declines health coverage available through his or her employer and is enrolled in the KPB Plans, or if the spouse elects to enroll in a reduced benefit plan which shifts primary coverage to the Kenai Peninsula Borough Health Plan.

Vision Plan

There is no deductible applicable to the Vision Plan Eligible expenses include eye exams, lenses and frames and contact lenses.

Employees who elect to participate in, and meet eligibility requirements for, the HRA or HSA, shall have the Employer's contribution, *pro-rated, deposited into their account in equal monthly installments during the first pay period paid on the first payday of each month.

*pro-rated is defined as $125.00 per month for an individual or $250.00 per month for a family, based on month of hire for new hires. This is based on the Boroughs contribution for a Full-Time employee of $1500.00 per year for an individual or $3000.00 per year for a family.

Personal Leave-Paid Time Off-PTO

Employees accrue 6.47 hours of PTO from date of hire and it is available to use immediately. Accrual increases according to a 2, 5, and 10-year schedule.

Holidays

Ten scheduled holidays plus two floating holidays.

Administrative Leave

Administrative employees receive up to 80 hours of administrative leave per calendar year.

Retirement

Enrollment in the State of Alaska Public Employees Retirement System (PERS) is mandatory. Employee/ Employer contributions dependent on PERS Tier Level employee is hired under.

Deferred Compensation Plan

An optional employee-funded 457 deferred compensation program available through MissionSquare Retirement.

IRA & Roth IRA

Available at employee's expense through MissionSquare Retirement.
