Duties

  • Provides direction for Support Services for the Federal Depository Library Program focused on community outreach and prompting working relationships that enhance access to U.S. Government information to library patrons.
  • Establishment of partnerships and collaborative agreements that enhance and grow the National Collection of U.S. Government Information throughout the U.S. and internationally.
  • Directs and manages the daily operations of Library Services and Content Management (LSCM), in accordance with the statutory requirements and under the direction of the Superintendent of Documents.
  • Conceptualizes plans, evaluates, and designs organizational and business units as needed to complete the strategic missions and initiatives under both the statutory requirements and direction of the Superintendent of Documents
  • Develops and implements strategic goals and plans including appropriate policies, procedures, objectives, and organizational design that ensure mission success while eliminating operational obstacles.
  • Motivates and persuades LSCM personnel and external member communities to support and work towards achievement of GPO/LSCM goals and vision.

Qualifications

To qualify for the Managing Director, GE -0301-00, you must meet the following requirements:

Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SLS positions such as: 1) Directing the work of a professional library or public information organization; 2) utilizing life cycle management information, including cataloging, metadata creation, harvesting, digitization, and digital collections, etc. 3)Ensuring the success of one or more specific major programs and projects; 4) evaluating organizational performance and taking action to improve performance; 5) supervising the work of employees and exercising important policy-making, policy determination or other executive functions.

NOTE: GPO is a legislative branch office, applicants do not have to be certified by the Office of Personnel Management's (OPM) Qualifications Review Board (QRB) to apply for this position. Per GPO Directive 610.14C, Senior Level Service (SLS)/Senior Technical Service (STS) Program

The Director sets the pay for individual SLS/STS members upon initial entry into GPO or assignment to a SLS/STS position. Salary determination will take into consideration such things as the salary the individual was earning at the time of entry and the duties assigned to the position.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SLS positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy Initiatives undertaken and the results of your actions. ECQ 1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Building Coalitions/Communications: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM must also upload a copy of your certificate under the Executive Core Qualifications. These competencies are the foundation for success in each of the Executive Core Qualifications; Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, Public Service Motivation.

The Fundamental Competencies are crosscutting; and should be addressed over the course of each ECQ narratives. It is not necessary for you to address the Fundamental Competencies directly as long as the narrative, in its totality, shows mastery of these competencies on the whole.

A request to reconsider a rating determination must be received in the servicing Talent Acquisitions Office within 5 business days from the date indicated on the Touch Point Notification, Notice of Results received from USA Staffing, or it will be rejected as an untimely request for reconsideration.
