Job Description:
The MCAC Chief Information Officer is a full-time position located at the Maryland Coordination and Analysis Center (MCAC) and supports over 150 personnel at multiple locations within the State of Maryland. The position reports to the Director of the Artificial Intelligence Threats Division.
The MCAC CIO will provide technology vision and assists in the development and implementation of the organization-wide information technology (IT) program. The MCAC's IT program is responsible for a multi-agency, homeland security and intelligence fusion center whose mission is to support multiple public safety agencies and jurisdictions in Maryland. The MCAC CIO oversees all technology operations, establishes IT policies, and analyzes the requirements of all departments to determine technology needs.
The position also serves to support the MCAC Executive Director in managing the day to day security, operations, and technical health of all supported software, networks, desktops, and systems operating in the Fusion Center. The position is also responsible, as directed, to participate in internal IT related meetings, provide relevant IT related training to users and to assist in the audit of third-party application evaluations.
This is a hybrid work-eligible position, based on operational necessity. Three days per week on site is required.

Develops and implements short-term, mid-term, and long-term IT maintenance, sustainment, and expansion strategies
Manages MCAC budget and purchasing activities for IT related matters
Education, training, and conferences and other duties
Minimum Qualifications:
Education:
Bachelor's degree in Computer Science, Information Technology, Business Administration or Management, or closely related field is required.
Experience:
Seven years of developing and managing a network, databases, and personal computers for an organization of 100 or more full-time employees, with at least 3 years of experience in a supervisory role.
Preferred Qualifications:
Education:
CompTIA A+, Network+, MCP certifications
Experience:
Current Top-Secret US Government Security Clearance. Functions as an IT program manager as well as operator.

Responsibilities:
Oversees, directs, and manages the MCAC Information technology software and systems
- Proactively monitors all existing production systems, servers, infrastructure, networking and desktop systems
- Services requests for issues that could lead to a potential outage or degradation of services
- Develops and manages all information management systems including the agency website, Internal SharePoint and other data management systems
- Diagnoses, maintains, repairs and services computer peripherals including monitors, desktops, printers, modems and other equipment
Develops and implements short-term, mid-term, and long-term IT maintenance, sustainment, and expansion strategies
- Contributes to continuity of operations planning as it relates to information technology services needed during onsite and offsite activities and crisis
- Evaluates and implements onsite and offsite backups and operations capabilities
- Develops one, three and five-year strategic plan for IT needs and assists in developing budgetary requirements to sustain, maintain, and expand IT capabilities
Manages MCAC budget and purchasing activities for IT related matters
- Serves as the conduit for all IT related purchasing, which includes evaluating needs, identifying products, identifying funding, administering procurement processing to the host agency, receiving equipment and implementing inventory accountability procedures.
- Coordinates with the leadership to assess needs of contract personnel as well as identifying funding to support overall operations
Education, training, and conferences and other duties
- Assists in the identification and implementation of training for professional development of IT personnel
- Attends contemporary and continuing education/training opportunities supporting maintenance, sustainment and advancement of IT related function supporting the MCAC
- Participate in, lead, or support conference or training sessions related to Information Security
- Other duties as assigned

Required Knowledge, Skills and Abilities
- Demonstrated interest in IT troubleshooting, providing a better solution, and self-improvement
- Experience with government agencies that demonstrate the ability to meet the above described responsibilities
- Should be able to install, operate, administer, and maintain information processing systems, peripheral equipment, and associated auxiliary devices
- Should be familiar with installing, configuring and operating Network security, backup and hardware configurations for Microsoft based systems
- Should be familiar with interfacing with external LAN/WAN devices
- Should be able to troubleshoot automation equipment and systems to a degree required for isolation of malfunctions to specific hardware or software and then restore equipment to operation
- Should be able to draft associated technical documentation for reference and maintenance purposes of various information processing equipment and systems
- Should be able to conduct quality assurance of Automated Data Processing Equipment (ADPE) operations and equipment.
- Should be knowledgeable of, and able to, ensure compliance with applicable state and federal directives governing Network and System security
