(USAE) provides services to government agencies' Military Munitions Response Programs (MMRP) worldwide for characterization and remediation of Munitions and Explosives of Concern (MEC), including Unexploded Ordnance (UXO). Headquartered in Oldsmar (Tampa Bay), Florida, we are a full-service small business munitions response provider with over 25 years in business.
USAE is currently seeking a Full-Time Munitions and Explosives of Concern (MEC) Quality Manager for its Corporate Office. This individual will be responsible for developing Program Quality Control Plans (PQCPs), Quality Assurance Project Plans (QAPPs) and a three-phase quality control inspection and audit process for various USAE projects. They will conduct quality reviews of project deliverables to ensure compliance with the contract and project scopes of work specifications and conduct quality reviews of proposal submittals for compliance with RFP requirements and consistency across all factors. The MEC Quality Manager will review safety related documents to include Explosive Safety Submissions (ESS), Accident Prevention Plans (APPs), Activity Hazard Analyses (AHAs), Operational Risk Management (OPM) and Standard Operations Procedures (SOPs). They will perform quality inspections and audits of project sites to ensure compliance with the approved project safety and operational plans, correspond with project UXO Quality Control Officers on various quality-related issues, perform root-cause analyses and develop measures to prevent reoccurrence of quality failures, and track and monitor quality training requirements for project personnel.
Qualified candidates will possess, at a minimum, a bachelor's degree or equivalent experience in quality management, engineering, construction management, or appropriate related field. The ideal MEC Quality Manager candidate should have at least 5 years of experience in quality management, directly relatable to munitions response projects, i.e., unexploded ordnance (UXO), military munitions, military ranges, range control, range residue and scrap metal disposal and/or recycling and weapon systems. They should meet the requirements of DDESB-TP-18 for a UXO Quality Control Specialist and be able to address overall quality management, quality control/assurance, quality auditing, or process improvement as well as explosives safety accident prevention risk management and root cause analyses. Must be able to pass a security clearance background check.
Excellent written/verbal communication skills and interaction with clients and multi-level personnel required as well as proficiency in Microsoft Office to include Word, Excel, Outlook, and PowerPoint are required. A clear understanding of environmental laws and regulatory processes, including CERCLA, RCRA, NCP, Clean Air & Water, Endangered Species, etc., is a plus. Project experience directly with the U.S. Army Corps of Engineers (USACE) and/or U.S. Navy is helpful and a quality control certification from the American Society for Quality (e.g., CMQ/OE, CQA, or CQE) strongly preferred. This position will require travel to USAE job sites to conduct inspections, assist field management teams, and may be utilized as a "fill-in" when necessary, at the project level.
