BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Mechanical Engineer to join our team, providing technical support and facilities planning in support of the Sustainability program at the Air Force Civil Engineer Center (AFCEC) located at Joint Base San Antonio (JBSA)-Lackland, TX. In addition to the basic contract, will serve as coordinator for support contractor responsible for the entire scope of services.

Job Duties & Responsibilities
  • Provide technical support and facilities planning in support of the Sustainability program, to include facility sustainability design and construction knowledge management, assisting in reviews, development, update, and coordination of Unified Facilities Criteria (UFC)/Facilities Criteria (FC), Unified Facilities Guide Specifications (UFGS), Department of Air Force Instruction (DAFI)/Air Force Instruction (AFI), Installation Facilities Standards (IFS), Air Force Pamphlet (AFP), Air Force Handbook (AFH), Department of the Air Force Manual (DAFMAN), playbooks, program guidance/directives, policies, promotion/implementation, and Task Order design/construction guidance
  • Provide ongoing support during normal duty hours for the purpose of evaluating, assisting with research, documenting, and troubleshooting technical problems for installations, MAJCOMs and higher headquarters as required, to include Reach Back Center inquiries
  • Update Sustainability SME community websites, to include content development
  • Assist with researching, consolidating, tracking, and responding to comments received from other organizations, to include coordination and collaboration with other DAF SMEs
  • Provide support for facility project programming documents including scope verification, refinement, cost estimate reviews, editing/drafting revised documents
  • Participate in comment resolution meetings, communicating basis and validity of any comments made to the designer of record, and provide technical assistance to the Government in adjudicating and resolving technical comments/findings
  • Study commercially available and emerging technologies as alternate solutions to conventional sustainability and engineering facility design and construction practices; study shall cover cost, performance, applicability of methods, development of initial methodologies
  • Assist in preparation and delivery of presentations at training programs, mentoring sessions and courses in the Sustainability design and construction subject area of expertise
  • Assist in documenting program files, organizing files and providing administrative support, such as updating and maintaining technical support resources in CE DASH
  • Perform Project Sustainability Reviews and Compliance Data Management (approximately 150 active projects annually)
  • Maintain workflows associated with the AFCEC/CF Sustainability Reporting Org Box
  • Conduct AFCEC/CF sustainability compliance project reviews and maintain compliance data 1. Perform detailed UFC 1-200-02 project compliance review of the AF Sustainability Scoresheet, design analysis and drawings
  • Provide actionable comments
  • Participate in follow-on meetings and discussions as required
  • Update data management system to reflect project compliance status and annual reporting values
  • Provide AFCEC/CF Federal Sustainability Reporting Support (approximately 150 active projects annually)
  • Manage list and associated data of active AFCEC executed and managed projects
  • Support Annual Real Property Reporting; confirm compliance status of completed AFCEC executed and managed projects subject to reporting; compare and reconcile compliance status entered in the AF Real Property records
  • Support Annual Energy Performance, Resilience, and Readiness (AEPRR) Reporting; confirm AEPRR data for active AFCEC executed and managed projects subject to reporting; update the AEPRR data in the workbooks and provide reporting narrative as required
  • Update the AF Sustainability Scoresheet and data management system as UFC 1-200-02, Federal, DoD, or DAF reporting requirements change
  • Perform third-party certification (approximately 70 active projects annually); maintain project certification status in data management system; address project specific certification issues
  • Perform other sustainability support (30-40 reviews annually); assist with Sustainability efforts and taskers, including but limited to the following: AE Net Zero; Sustainability pilot projects; EO implementation (e.g. EO 14057); review of draft laws, executive orders, policy, implementation guidance, and third-party certification systems documents; OSD, SAF, and HAF sustainability issues/questions/testimony; energy project evaluations; and requests for sustainability briefings; perform 5-10 annual site visits

  • U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required

  • Demonstrated technical expertise for sustainability reviews, federal sustainability reporting, annual real property reporting support, Annual Energy Management and Resilience Report (AEMRR) support, and third-party certification support
  • Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
  • Software: Proficiency using MS Office software including Excel, Word, and PowerPoint
  • Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously

Experience & Education
  • Experience: Minimum of 10 years' experience overseeing:
  • Development of documents in support of the Sustainability Program.
  • Development of technical specifications, design and construction documents, and operating instructions.
  • Application of building codes and DoD criteria governing sustainable design and construction.
    • Education: Accredited Associates degree or higher in Mechanical Engineering related field is required; P.E. license is preferred

    Physical Requirements
    • Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
    • Ability to operate office equipment, including computer, copy machine, phone, etc.
    • Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
    • Capable of lifting up to 10 lbs.
    • Ability to see details of objects that are less than a few feet away
    • Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
