We are seeking a dynamic and experienced Medicaid Enterprise Project Management Office (EPMO) Lead to oversee and drive large-scale Medicaid modernization and transformation initiatives. This leadership role will ensure cross-functional alignment, effective governance, and strategic execution of enterprise-wide projects designed to improve Medicaid systems, services, and delivery models. The ideal candidate will bring deep experience in Medicaid programs, transformation strategy, stakeholder engagement, and enterprise-level project portfolio management (PPM). The EPMO Lead will be responsible for managing complex projects involving system integration, data modernization, vendor coordination, policy alignment, and organizational readiness.

The EPMO Lead will be responsible for managing complex projects involving system integration, data modernization, vendor coordination, policy alignment, and organizational readiness.
Responsibilities:
- Strategic Leadership: Lead the Medicaid EPMO in aligning project portfolios with state Medicaid agency goals, CMS mandates, and modernization roadmaps
- Portfolio Management: Oversee the planning, prioritization, and execution of a portfolio of Medicaid IT and business transformation projects
- Governance & Oversight: Establish and maintain governance frameworks, project controls, risk management practices, and performance reporting tools
- Stakeholder Collaboration: Engage with senior leadership, state program offices, system integrators, vendors, and CMS representatives to ensure alignment and transparency
- Program Execution: Guide project teams through lifecycle phases-planning, execution, implementation, and optimization-ensuring milestones and KPIs are met
- Change Management: Lead change management efforts to promote adoption of new systems, workflows, and organizational processes
- Compliance: Ensure projects are compliant with CMS certification requirements, MITA frameworks, and other regulatory standards
- Team Leadership: Mentor, coach, and manage EPMO staff and contracted project managers; foster a culture of accountability and continuous improvement
Qualifications:
- Bachelor's degree in Business Administration, Public Health, Information Technology, or a related field (Master's preferred)
- 10+ years of project management and program oversight experience, with at least 5 years in Medicaid, healthcare, or public sector transformation initiatives
- Proven experience leading complex, multi-stakeholder Medicaid modernization or enterprise transformation programs
- Strong knowledge of CMS guidelines, MITA (Medicaid Information Technology Architecture), and Medicaid program operations
- PMP, PgMP, or similar certification
- Expertise with enterprise project portfolio management tools (e.g., MS Project, Clarity, Smartsheet)
- Excellent communication, leadership, and stakeholder management skills
- Ability to work collaboratively across multidisciplinary teams and lead in a matrixed environment
Preferred:
- Prior experience working with or within a state Medicaid agency or large systems integrator
- Familiarity with modular procurement strategies and CMS Outcomes-Based Certification (OBC) models
- Experience managing vendor relationships and third-party integrators
- Understanding of Medicaid policy, eligibility, claims processing, provider enrollment, and encounter data systems
