Description
As the Medical Logistics Supervisor within the Department of Health's Executive Office of Resiliency and Health Security (ORHS), you will lead a dedicated team to safeguard public health during emergencies. ORHS is committed to responding decisively to all-hazards public health emergencies, minimizing community impacts, sustaining response capabilities, and strengthening protections before, during, and after crises.
In this critical role, you will oversee a team of Emergency Management Program Specialists at the State Medical Logistics Center, ensuring the efficient procurement, storage, and distribution of vital medical materiel. By collaborating with government and industry partners, you will bolster supply chain resilience and preparedness. Your leadership will directly enhance Washington's ability to respond to emergencies effectively, equitably, and with a focus on sustainability and long-term resilience.
Key Responsibilities Include
  • Lead Medical Logistics Operations: Oversee the day-to-day and long-term operations of the State Medical Logistics Center, ensuring readiness and sustainability. Develop and implement logistics plans, operating procedures, and response strategies to address public health emergencies effectively.
  • Supervise and Develop Staff: Manage a team of Emergency Management Specialists, ensuring their work aligns with program goals. Provide training, professional development, and support to maintain a high-functioning, professional, and safe work environment.
  • Strengthen Coordination and Response: Act as the primary liaison for medical logistics efforts with federal, state, local, Tribal, and private partners. Build relationships to support equitable resource distribution and ensure compliance with public health standards and regulations.
  • Ensure Program Readiness: Maintain licensing, certifications, and stock levels for critical medical supplies and equipment. Implement inventory management systems and conduct audits to anticipate and address supply needs.
  • Support Emergency Response: Participate in emergency response efforts under the Incident Command System. Represent the agency during real-world emergencies and exercises and provide critical input for after-action reviews and improvement planning.

By leading logistics operations, fostering collaboration, and ensuring readiness, you will help strengthen the state's capacity to respond to emergencies effectively and equitably, ensuring a resilient future for the people of Washington.
Location and Flexibility

This position is assigned to the Medical Logistics Center located in Lacey, WA. Periodic teleworking is supported when necessary and approved.
Required Qualifications

You must meet ONE of the options provided and any additional criteria listed. Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
  • One (1) year of supervisory experience.

AND
  • Option 1: One (1) year of experience as an Emergency Management Program Specialist 3.
  • Option 2: Five (5) years of professional-level experience in one or more of the following areas: emergency management, homeland security, supply chain management, mitigation/disaster recovery planning, emergency communications, public information/affairs, civil/structural engineering, legislative affairs, urban planning, or program/project management.

*Education Substitutions for Option 2:
  • An Associate degree may reduce the required experience by one (1) year (e.g., four years of experience with an Associate degree).
  • A Bachelor's degree or higher may reduce the required experience by two (2) years (e.g., three years of experience with a Bachelor's degree).

Preferred Qualifications
  • Basic skills using MS SharePoint.
  • Completion of the FEMA NIMS ICS: 100 and 700
  • Forklift certification
  • Power lift certification
  • Completion of the Homeland Security Exercise & Evaluation Program (HSEEP)

Conditions of Employment:

  • Work up to 12 hour shifts in the Agency Coordination Center or Emergency Operations Center on short or no notice during public health responses. This may include weekends and holidays.
  • Lift boxes weighing up to 50 pounds.
  • Commit to a full-time 40-hour workweek schedule (flexible work schedule requests must be approved by the supervisor and, if approved, reviewed periodically).

  • Adjust my work schedule occasionally to align with business needs, which may entail working evenings and weekends.
  • Travel to other DOH facilities in Thurston County.

  • Engage in emergency response exercises and high-priority assignments as assigned during emergency events.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
