The Medical Operations Officer is tasked with ensuring the seamless delivery of healthcare services across all La Clinica medical sites. The Medical Operations Officer works in close collaboration with the Chief Medical Officer (CMO) and other medical leaders to optimize workflows that enhance patient satisfaction, access to care, and other work processes that improve quality.
This position demands a balance of strategic foresight and practical execution, directly contributing to the overall effectiveness of the organization's medical services.

Accountabilities Include:
Performs Essential Job Duties
Operational Effectiveness, Performance Accountability, and Improvement
- Design criteria and timing for the actionable use of data and reports to identify and rectify issues in operational performance.
- Develop and achieve targets set in a Medical Operations Improvement Plan each year, including but not limited to the following:
- Timely access to care
- Growth in services, sites, and patient metrics and health outcomes
- Standard work to optimize clinic efficiencies and flow
- Workforce development, including recruitment and retention action plans
- Financial performance, including the growth and execution of value-based pay contracts
- Communication systems that promote timely internal messaging and external promotion
- Integration of services across medical, behavioral health, nursing, pharmacy and population health disciplines and across various service locations
- Leadership development and support
- Set and achieve patient satisfaction, membership growth, and patient retention targets.
- Engage operational leaders to set medical service budget targets that achieve strategic growth goals.
- Hold financial accountability for performance by controlling payroll and other operational costs, reduce redundancies and waste in systems, and monitor and implement tactical initiatives to improve revenue.
- Engage in the development, implementation and consistent application of policies and procedures that support La Clinica's clinical, financial and operating goals, and organizational culture.
- Ensure compliance with all federal and state regulations, including regulations governing health centers, HIPPA and safety regulations.
Collaboration and Teamwork
- Consistently builds a culture that communicates the mission, vision, values, and cultural foundations of the organization.
- Models accountable communication, including but not limited to skills in the provision of feedback, creating agreements, conflict management, trust building, change management and follow through required to achieve results and ensure excellence.
- Effectively strengthen and collaborate with the following departments that manage organization-wide resources and accountabilities in the following areas:
- ScaledData: Develop and implement technology solutions that enhance organizational performance.
- Human Resources: Develop and implement staffing programs to attract the best applicants and improve employee engagement and retention. Address challenging employee issues, records of conversation, performance improvement plans and recommendations for termination of employment.
- The Learning Well: Develop and implement workforce development and training programs, including but not limited to those that maximize employee self-awareness and self-management skills, accountable communication, team building, technical skill development, career path planning, and coaching.
- Communications: Develop and implement communication strategies that connect workforce members to one another, inform them of organizational changes, engage employees in culture, mission, vision, values, and ensure effective communication pathways with patients and community members.
- Quality: Develop and implement shared initiatives that mitigate patient risk, prevent and address patient grievances, improve processes, and ensure patient voice is used in decision-making processes.
- Development: Develop and implement fund development strategies that grow unique, population based services.
- Finance: Develop and implement financial strategies that maximize revenue, eliminate waste, and ensure prudent stewardship of resources.

- Understands the critical nature of health care for underserved populations, unique contributions and structures of community health centers, and organizational culture. Uses this understanding to relate about all aspects of a patient's health and drives improvement in a holistic model of care.
- Completes assigned trainings via La Clinica's learning module system (Relias) by required due date.

Qualifications:
- Thorough knowledge of the health care business environment.
- Knowledge of clinic operations issues, to include medical records and patient flow.
- Knowledge of Healthcare Risk Management principles.
- Knowledge of Patient Centered Primary Care Standards
- Excellent interpersonal, oral and written communication and organizational skills.
- Essential to have ability to understand verbal information/instruction to exchange verbal information with others and ability to present information/instruction verbally.
- Ability to supervise multiple functions and activities, delegating authority and responsibility as appropriate.
- Ability to establish and maintain effective working relationships with a wide variety of people, including employees, patients, public officials, and the general public.
- Ability to read and understand written materials and ability to compose information and instruction in written form.
- Essential to be able to reason mathematically and to have analytical and problem-solving skills.
Education and/or Experience:
Required:
- Minimum: Bachelor's degree in business, healthcare administration, or related field.
- At least five years' experience in a senior healthcare management position.
- A combination of at least four years of college at an accredited school and seven years of healthcare experience may be substituted for minimum educational requirements.
Preferred:
- Master's Degree in business administration, public health, healthcare administration, or related field.
Language Skills:
Must have the ability to communicate with clarity, both verbally and in writing; read, analyze, and interpret complex documents, regulations, policies, and procedure manuals; and create professional business documents. Preferred bilingual English/Spanish.
