Summary:

AltaLink's Security & Information Services (S&IS) organization is aligned to a Listen, Plan, Build, and Operate model. Reporting to the Director, S&IS Capital Project Delivery, the Manager, Capital Project Performance will establish, implement, and oversee governance frameworks, policies, and best practices to ensure S&IS projects align with business objectives, regulatory requirements, and industry standards. This role involves monitoring project compliance, managing risks, and providing strategic guidance to ensure efficient project execution and successful delivery.

The Manager, Capital Project Performance is a key role in the Build component of the S&IS model and is responsible for leading a team of Project Controls Analysts, Reporting Specialists, and Business Analysts and works closely with program managers, project managers, stakeholders, and executive leadership to drive transparency, consistency, and accountability in project delivery.

Responsibilities:

Governance Framework and Compliance:
  • Define and implement S&IS project governance frameworks, policies, and best practices.
  • Ensure alignment of S&IS projects with organizational strategy and General Tarriff Application (GTA) regulatory requirements. Facilitate development of the GTA business case strategy.
  • Establish project standards, methodologies, and tools for consistent execution.
  • Ensure change management processes are effectively followed.

Project Oversight & Performance Monitoring:
  • Monitor and assess S&IS projects to ensure adherence to governance policies.
  • Establish key performance indicators (KPIs) to track project success, cost control, schedule adherence, and risk mitigation.
  • Support S&IS leadership with insights on project performance and risk exposure.
  • Guide and mentor S&IS Project Controls Analysts on complex controls processes, systems, and financial transactions in the areas of forecasting, accruals, and cost performance.

Stakeholder Engagement & Reporting:
  • Collaborate with S&IS program managers, project managers, business units, and senior leadership to ensure governance policies align with organizational goals.
  • Act as a key liaison between S&IS, Finance, Legal, and Internal Audit teams on project governance matters.
  • Develop and present reports on project health, risk, and compliance for executive stakeholders.

Process Improvement & Team Leadership:
  • Continuously improve project governance frameworks based on industry trends and lessons learned.
  • Foster a culture of continuous improvement in project governance, controls, lessons learned, and KPI reporting.
  • Manage direct reporting team by providing coaching and mentorship - inclusive of performance monitoring, tracking and reporting to ensure superior performance.


Requirements

Qualifications:
  • Bachelor's degree, related discipline of Economics, Finance, or Commerce;
  • MBA / MA / MS or equivalent experience considered an asset;
  • Minimum of 5 years of prior utility regulatory or related experience;
  • Minimum of 5 years' experience leading a team preferred;
  • Strong knowledge of project management methodologies (Agile, Waterfall, Hybrid).
  • PMP is an asset
  • Experience with IT governance frameworks (COBIT, ITIL, ISO 27001, etc.).
  • Experience with capital project delivery for Information Technology and Security technologies is preferred;
  • Proven ability/experience in the above noted responsibilities.
  • Experience working within a Regulatory environment. Experience preparing General Tariff Applications and/or Regulatory Rate Cases is an asset.
  • Sound knowledge of project management practice and experience in work and resource planning, budgeting, monitoring, analyzing and reporting an asset.
  • Skilled in analytical / problem-solving skills and ability to verify validity of results;
  • Excellent written and verbal communication and work management skills;
  • Proven leadership skills;
  • Effective interpersonal skills to interface with team members and customers to promote positive customer outcomes;
  • Ability to create an inclusive environment;
  • Ability to tie complex, disparate concepts into one cohesive message; and
  • Experience leading a cross-functional team toward one shared goal with success.
  • Proven track record of good performance and attendance.
